Open Council Network is an independent organisation. We report on Buckinghamshire and are not the council. About us
The Thames Valley Police and Crime Panel is scheduled to consider a range of topics concerning policing and community safety. Key discussions are expected to focus on neighbourhood policing structures, the Police and Crime Commissioner's response to a recent inspection of Thames Valley Police, and efforts to address violence against women and girls.
Neighbourhood Policing Structure and Future
A report is scheduled to be presented that outlines the current structure of neighbourhood policing within Thames Valley Police. This will include an overview of the role of neighbourhood teams, how their visibility and effectiveness are measured, and the types of incidents they handle. The report is also expected to offer insights into Thames Valley Police's considerations for the future of neighbourhood policing, taking into account the impact of changing communities and potential police reform.
Thames Valley Police and Crime Commissioner Response to HMICFRS PEEL Inspection
The panel is set to consider the Police and Crime Commissioner's response to the PEEL 2025-27 inspection of Thames Valley Police. The PEEL (Police Effectiveness, Efficiency and Legitimacy) inspection is an annual assessment by Her Majesty's Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) of police forces in England and Wales.
RASO Investigation Arrangements, Performance and Investigator Qualifications
This item is scheduled to address questions raised by the Police and Crime Panel concerning Thames Valley Police's RASO (Rapid Action and Support Operations) operating model and its performance. This follows findings in the HMICFRS PEEL report that related to investigator experience and the allocation of high-risk and complex cases.
Culture and Inclusion in Thames Valley Police
The panel is expected to receive an update from the Police and Crime Commissioner (PCC) on how the Commissioner is supporting Thames Valley Police to meet requirements in relation to Equality and Diversity, through holding the Chief Constable to account. The report is anticipated to provide an update on the progress of Thames Valley Police's Trust and Confidence Strategy and the work being undertaken to create a more inclusive organisation, strengthen legitimacy, and improve trust and confidence among both the workforce and the communities served.
Violence Against Women and Girls Task and Finish Group: Culture Change Update
A report is scheduled to be presented concerning the implementation of recommendations arising from the Violence Against Women and Girls (VAWG) Task and Finish Group. This report has been prepared in response to a request from the panel for additional information regarding the work being undertaken within Thames Valley Police to support organisational culture change. It is expected to provide the PCC's perspective on oversight, scrutiny, and assurance activities, while an accompanying Thames Valley Police report will detail operational activity.
Securing Developer Contributions for Policing Infrastructure
The panel is to be updated on the work Thames Valley Police is undertaking to secure developer contributions through Section 106 agreements and the Community Infrastructure Levy (CIL). These contributions are intended to mitigate the impact of new developments in the Thames Valley area on policing.
Retention and Recruitment Update
A report is scheduled to inform the panel about continued positive progress in officer retention at Thames Valley Police. This includes reductions in overall attrition and resignations, with notable improvements among probationary officers, female officers, and officers from minority ethnic backgrounds. The report is also expected to discuss the recruitment pipeline, which is noted as remaining strong with application levels sufficient to meet planned intake requirements.
PCC / OPCC Community Safety Funding
The panel is asked to note potential implications of governance reform for Community Safety Partnership funding and the work underway to assess local impacts.
Report of the Complaints Sub-Committee
A report is to be received for information regarding conduct complaints received against the PCC and considered by the Panel's Complaints Sub-Committee.
Topical Issues Report and Updates from the PCC and Chair of the Panel
The panel is scheduled to note and ask questions on the Topical Issues report.
