Open Council Network is an independent organisation. We report on Tower Hamlets and are not the council. About us
The Employee Appeals Sub Committee of Tower Hamlets Council is scheduled to convene on Tuesday 10 November 2026. The meeting's agenda indicates that the committee will address employee dismissal appeals and review relevant HR policy documents. Due to the confidential nature of the substantive business, the press and public will be excluded from most of the meeting.
Appeal Hearings
The committee is scheduled to consider two separate appeals against employee dismissals. One appeal is from an appellant, and the other is a management case. The report pack includes extensive documentation for these cases, with pages numbered from 11 to 310 for the appellant's case and further documentation for the management case. The appeals process, as outlined in the New 2011 Procedures for Agenda, involves the appellant presenting their case first, followed by the manager's presentation. The committee members will then ask questions and deliberate. The function of the appeal is to review the fairness and reasonableness of the original decision, not to rehear the case. Appeals can be considered on grounds relating to procedure, facts, or the decision itself.
HR Policy Documents
In addition to the specific appeals, the committee is also scheduled to review HR policy documents. These documents, detailed on pages 311 to 342 of the public reports pack, will likely inform the committee's understanding of the council's employment procedures and guidelines.
Declarations of Interest and Meeting Structure
Before proceeding to the confidential matters, the committee will address preliminary items. This includes the election of a Chair for the meeting and the noting of any declarations of disclosable pecuniary interests. Guidance on these declarations is provided in the Declarations of Interest Note for Committee Agenda. The committee will also note the Appeal Hearing Structure, which outlines the procedural steps for conducting the hearings.
The meeting is scheduled to take place at Tower Hamlets Town Hall, 160 Whitechapel Road, London E1 1BJ. Members of the committee include Councillor Maium Talukdar, Councillor Sabina Akhtar, and Councillor Rupert George.
