The Appointment Sub-Committee of Tower Hamlets Council was scheduled to consider the shortlisting of candidates for the role of Director of Young Tower Hamlets. The meeting's substantive business was to be held in private due to the confidential nature of the information.
Director of Young Tower Hamlets - Shortlisting
The Appointment Sub-Committee was scheduled to consider a report detailing the shortlisting process for the Director of Young Tower Hamlets position. This role is a Deputy Chief Officer post, and the committee's terms of reference include making appointments to such positions in accordance with the council's constitution and recruitment procedures. The report, prepared by Ellen Clark, Director of HR & Organisational Development, was to provide recommendations on which candidates should progress to the final interview stage.
The recruitment process for the role began with an advertisement from 25 August 2026, closing on 9 September 2026. The position was advertised on the council's website and promoted through various media, including LinkedIn. Senior Officers reviewed a longlist of candidates on 7 October 2026, recommending a shortlist of four Grade A candidates and two Grade B candidates for the Appointment Sub-Committee's consideration.
The report highlighted that appointing to this role on a permanent basis was considered to offer improved value for money compared to maintaining interim cover. It also noted that the role is crucial for the Council to effectively discharge its safeguarding and corporate parenting responsibilities, and that permanent appointment would provide greater leadership stability, positively impacting risk management and performance delivery. The cost of the role was confirmed to be within the youth services' budget.
The committee was recommended to consider the report in Appendix 1 of the public reports pack1 and agree the shortlist of candidates to be invited for final stage interviews. The report also outlined the council's commitment to equalities, stating that all posts are recruited on merit and that considerations for a workforce reflecting the community would be part of the recruitment process.
The meeting was scheduled to take place at Tower Hamlets Town Hall, 160 Whitechapel Road, London, E1 1BJ. The agenda pack was published on 13 October 2026.
