The Licensing (2003 Act) Sub-Committee of Newham Council considered a new premises licence application for Rayan Coffee Ltd, located at Unit A, 444 Barking Road, E6 2LT. The decision was made after considering representations from a local councillor and the applicant's agent.
New Premises Licence for Rayan Coffee Ltd
The Sub-Committee decided to grant the new premises licence for Rayan Coffee Ltd. This decision followed a hearing where the application was presented, along with a representation from Councillor Shaban Mohammed, who serves as the Deputy Cabinet Member for Regeneration and represents Canning Town North.
Councillor Shaban Mohammed raised objections based on the potential for increased crime and disorder, public nuisance, and harm to children. He highlighted concerns about existing anti-social behaviour in the area, particularly near a local park, and the proximity of the proposed premises to a children's nursery and a busy bus stop. Councillor Mohammed argued that granting the licence could exacerbate these issues, leading to public intoxication, loitering, and noise disturbances.
Representing Rayan Coffee Ltd, Nick Semper of The Licensing Guys, argued that the application was for a cafe bistro, not a bar, and that any alcohol sales would be ancillary to food. He emphasised that the applicant, Mr. Gazman Barisha, intended to operate responsibly, with staff training, CCTV, and a refusal log in place. Mr. Semper also presented a statement from the proprietor of the nursery opposite the premises, who indicated that the licence would have no adverse effect on their business and expressed surprise that their establishment had been used as a reason for objection.
After hearing all submissions, the Sub-Committee decided to grant the licence with one additional condition: that staff undergo specific training. The full details of this condition will be provided in the decision letter, which is expected to be sent to the applicant within five working days. Any party wishing to appeal the decision has 21 days from the date of the decision letter to do so at the Magistrates Court.
