The General Purposes Committee of Tower Hamlets Council met on Tuesday, 4 June 2024, to review its terms of reference for the upcoming municipal year and to consider nominations for Local Authority Governors at maintained schools. The committee noted its terms of reference and agreed to nominate individuals for school governor positions.
General Purposes Committee Terms of Reference 2024/25
The committee reviewed and noted its terms of reference, quorum, membership, and scheduled meeting dates for the 2024/25 municipal year. These terms of reference, as outlined in the Council's Constitution, define the committee's responsibilities for a range of non-executive functions. These include electoral matters, personnel issues, and appeals. The committee also has the authority to consider and recommend byelaw changes to the Full Council and to make non-material amendments to the Council's Constitution. The report confirmed that the committee's membership for the year includes Councillor Ahmodul Kabir as Chair, with Councillor Musthak Ahmed, Councillor Shafi Ahmed, Councillor Maisha Begum, Councillor Abu Talha Chowdhury, Councillor Gulam Kibria Choudhury, Councillor Marc Francis, Councillor Peter Golds, and Councillor Rebaka Sultana as members. The scheduled meeting dates for the year were also noted.
Local Authority Governor Appointments
The committee considered applications for nominations as Local Authority Governors at Tower Hamlets maintained schools. The report detailed applications for reappointments at Columbia Primary School and Stephen Hawking School. The committee agreed to nominate Juliana Iwobi for reappointment at Columbia Primary School and Arrash Yassaee for reappointment at Stephen Hawking School. The report also noted that there were no new appointments to consider at this time. The process for appointing Local Authority Governors is governed by the School Governance (Constitution) (England) Regulations 2012, which stipulate that the local authority nominates a candidate, and the school's governing body makes the final appointment. The committee was informed that there are no financial implications arising from these nominations.
Work Plan
The committee reviewed its work plan for the current municipal year. The work plan outlines upcoming reports and key items for discussion throughout the year. Notable items include the annual administrative reports, further Local Authority Governor applications, and updates on the Constitution. The work plan also includes a review of the Greater London Authority (GLA) election in May 2024 and future reviews of polling places and the Elections Act 2022. The committee also noted ongoing actions from previous meetings, including a deep dive into the process for selecting Local Authority Governors and clarification on the makeup of appeals sub-committees.

The committee agreed the unrestricted minutes of the General Purposes Committee meeting held on 27 February 2024 as a correct record.
Election of Vice-Chair
The committee was scheduled to elect a vice-chair for the 2024/25 municipal year.
Declarations of Interest
Members were reminded of their obligation to declare any interests in accordance with the Code of Conduct for Members. A note from the Monitoring Officer provided guidance on Disclosable Pecuniary Interests (DPIs) and Non-DPI Interests, outlining the requirements for members to declare and, in some cases, withdraw from discussions and voting on relevant agenda items.
The meeting also included provisions for the exclusion of the press and public for the consideration of exempt information, as detailed in Section 7 of the agenda.
