The Planning Committee of Harrow Council met on Wednesday 25 September 2024, where they considered several planning applications. Key decisions included granting planning permission for a change of use at 7 Parr Road, Stanmore, and the creation of a fourth floor at Kap House, Elmgrove Road, Harrow. The committee also resolved to object to a major mixed-use redevelopment proposal at Broadwalk Shopping Centre in Edgware.
Planning Appeals
The committee received a report on planning appeals for Quarter One. The report detailed the outcomes of various appeals, including those allowed and dismissed. A notable point was the correction of a typo in the previous minutes regarding the percentage of appeals allowed, which should have read 25% instead of 45%. The implementation of new planning software was also highlighted as contributing to more consistent decision-making.
Broadwalk Shopping Centre, Edgware - PL/2127/24
The committee considered a consultation from the neighbouring borough of Barnet regarding a comprehensive, phased mixed-use redevelopment of the Broadwalk Shopping Centre site. The proposal includes residential units, town centre uses, a hotel, learning facilities, a new transport interchange, and a basement bus depot, with buildings up to 29 storeys high. The London Borough of Harrow resolved to object to the development due to concerns about misplaced parking, transportation impacts on Harrow's Jubilee line stations, and increased pressure on Harrow's open space infrastructure. Councillor Nitin Parekh declared a non-pecuniary interest due to previously objecting to the proposal and residing nearby, and therefore left the room during the discussion. Councillor Amir Moshenson, a non-member of the committee, was permitted to speak on this item. The Chair, Councillor Marilyn Ashton, expressed significant concerns about the outline permission, citing the lack of detail, the proposed height and density, and the potential negative impacts on local infrastructure, heritage, and the suburban character of the area. The committee unanimously decided to object to the application.
7 Parr Road, Stanmore - PL/1054/24
Planning permission was granted for a change of use from Plant / Van hire (Sui-Generis) to a Warehouse Building (Class B8), with external alterations. The decision was unanimous and subject to conditions, including those relating to approved plans, restrictive use, noise mitigation, cycle storage, and emergency planning. The proposal was considered to comply with relevant local and London Plan policies, including those relating to Strategic Industrial Locations (SILs) and business uses. Environmental Health officers noted concerns regarding potential noise from 24-hour operations, particularly reversing alarms, but concluded that the distance of the loading bay from residential properties and the buffering effect of the existing building were sufficient. Previous attempts to remove operating hour restrictions had been refused, and an appeal dismissed in 2013, but the committee decided to allow unrestricted 24-hour use subject to a condition requiring further noise mitigation details.
Kap House, 31 Elmgrove Road, Harrow - PL/0665/23
The committee granted planning permission for the creation of a fourth floor to provide five new flats (four studios and one three-bedroom flat), along with bin and cycle stores. This decision was unanimous and subject to a legal agreement. The agreement will include restrictions on residents applying for parking permits, payment of legal fees, and a monitoring fee. If the legal agreement is not completed by 13 December 2024, the decision will be delegated to the Chief Planning Officer to refuse planning permission. The proposal was deemed acceptable in terms of its form, scale, and siting, not appearing out of character with the area and not adversely impacting neighbouring amenities. The previous refusal for a similar application was noted, with the inspector in that case finding issues with internal space standards and overlooking. The current application addressed these concerns by removing a problematic balcony and ensuring adequate internal floor space for the proposed flats. Secure by Design accreditation and details for refuse storage were also made conditions of the permission.
Minutes of Previous Meeting
The minutes of the meeting held on 4 September 2024 were taken as read and signed as a correct record. Councillor Nitin Parekh noted a typo on page 10, item 371 of the minutes, where the percentage of appeals allowed should have read 25%, not 45%. This correction was agreed by the committee.
