The Planning Committee of Harrow Council met on Wednesday 25 September 2024, with Councillor Marilyn Ashton in the chair. The committee considered several planning applications, granting permission for a change of use at 7 Parr Road, Stanmore, and the creation of a fourth floor at Kap House, 31 Elmgrove Road, Harrow. The committee also resolved to object to a major mixed-use redevelopment proposal at the Broadwalk Shopping Centre in Edgware.
7 Parr Road, Stanmore, HA7 1LE - PL/1054/24
The committee granted planning permission for a change of use from plant/van hire (Sui-Generis) to a warehouse building (Class B8) at 7 Parr Road, Stanmore. The proposal also included external alterations, such as new cladding colours and the addition of a 1m high acoustic fence on the northern boundary for noise mitigation. The decision was made subject to several conditions, including the submission of detailed noise and vibration mitigation plans for 24-hour operations, provision of cycle storage, and an emergency planning strategy for flood risk. The recommendation for approval was based on the proposal's compliance with relevant policies regarding industrial and business uses within a Strategic Industrial Location (SIL), with no significant adverse impacts identified on character, appearance, residential amenity, transport, or flood risk.
Kap House, 31 Elmgrove Road, Harrow - PL/0665/23
Planning permission was granted for the creation of a fourth floor at Kap House, Elmgrove Road, to provide five new flats: one three-bedroom flat and four studio flats. This decision was subject to the completion of a legal agreement to ensure that future occupiers, other than those registered as disabled, would not be entitled to apply for resident or visitor parking permits. The agreement also covers legal fees and a monitoring fee. The recommendation for approval was based on the assessment that the scale and design of the proposed additional floor were appropriate for the location and would not adversely impact the character of the area or the amenities of adjoining properties. The new flats were found to meet the required internal space standards, and each would have a private balcony. Conditions were imposed regarding fire safety, communal television equipment, secure by design accreditation, refuse storage, and accessible homes.
Broadwalk Shopping Centre And Associated Surface Level Car Park, Edgware, HA8 - PL/2127/24
The committee resolved to object to the proposed comprehensive, phased mixed-use redevelopment of the Broadwalk Shopping Centre site in Edgware. The outline application, submitted to Barnet Council, seeks permission for residential units (including tall buildings up to 29 storeys), student/co-living units, a new transport interchange, basement bus depot, public realm, and other associated works. Harrow Council's objection stems from concerns about the adverse impacts on misplaced/overspill parking in Harrow's streets, transportation impacts related to travel to and from Jubilee line stations in Harrow, and additional pressure on Harrow's open space infrastructure due to the increased number of residents. The council noted the absence of proposals for mitigation through funding or a Section 106 agreement. Councillor Nitin Parekh declared a non-pecuniary interest and left the room during the discussion of this item.
