Open Council Network is an independent organisation. We report on Tower Hamlets and are not the council. About us
The Appointments Sub-Committee of Tower Hamlets Council was scheduled to meet on Tuesday 15 October 2024. The primary item on the agenda was the longlisting process for the position of Director of Adult Social Care. Due to the confidential nature of the substantive business, the press and public were excluded from the majority of the meeting.
Longlisting for Director of Adult Social Care
The main focus of the meeting was scheduled to be the longlisting for the vacant post of Director of Adult Social Care. A report detailing this process was expected to be presented to the committee. The committee's role in this stage of recruitment is to review and select candidates from a broader pool before further shortlisting and interviews take place. The previous meeting of the Appointments Sub-Committee on 10 September 2024 had already addressed the shortlisting for this role, with the minutes indicating that recommendations were agreed upon.
Declarations of Interest
Members of the committee were scheduled to note any declarations of interest. This process is guided by the Council's Constitution and involves identifying any disclosable pecuniary interests (DPIs) or non-disclosable pecuniary interests that members may have in relation to agenda items. A DPI requires a member to declare the interest and leave the meeting room during consideration of the item, unless a dispensation has been granted. Non-DPI interests require declaration but may not necessitate withdrawal from the meeting or voting, unless the interest is deemed significant enough to impair judgement. The guidance also draws attention to the principles of predetermination and bias, reminding members to consider matters with an open mind.
Minutes of Previous Meeting
The committee was also scheduled to confirm the unrestricted minutes of its previous meeting held on Tuesday 10 September 2024. Additionally, the exempt minutes from the same meeting were to be confirmed as a correct record of proceedings. These exempt minutes relate to confidential matters, such as the shortlisting for the Director of Adult Social Care position, which were discussed with the press and public excluded.
