The Pension Committee of Croydon Council was scheduled to discuss a range of financial and administrative matters concerning the Local Government Pension Scheme. Key agenda items included an update on the London Collective Investment Vehicle (London CIV), the draft Medium Term Business Plan for 2024-27, and a review of the fund's investments and funding position.
London CIV Update
A report was scheduled to be presented, summarising the background to pooling and the fund's response to issues arising from it. This was to be accompanied by a presentation from the London CIV, providing a briefing for elected members on its ongoing development. The London CIV is an investment vehicle established by London local authorities to pool their pension assets.
Medium Term Business Plan 2024-27
The committee was scheduled to consider a draft Business Plan for the Pension Fund for the financial years 2024/25 to 2026/27. The agenda indicated that members would be invited to provide comments and agree to the plan. This plan outlines the strategic direction and operational objectives for the fund over the next three years.
Pension Administration Update
A report was scheduled to detail the Key Performance Indicators (KPIs) for the administration of the Local Government Pension Scheme for the three months ending April 2024. These indicators are measured against legal requirements for pension administration.
Quarterly Investment Monitoring Report
This report was scheduled to provide an update on the fund's investments and its current funding position as of 31 March 2024. It was intended to cover the fund's performance against strategic goals, the application of its asset allocation strategy, risk management, and updates from investment manager meetings.
Breaches of the Law Report
The committee was scheduled to review the current log of breaches of the law for the Pension Fund. The report was to highlight any changes to this log since the previous meeting on 19 March 2024.
Risk Register
A report was scheduled to present the current Risk Register for the Pension Fund, detailing any changes made since the last review on 19 March 2024.
Training Update
The agenda indicated a report was to be presented showing a record of training undertaken by Pension Committee members up to 31 March 2024. This included a log of training completed via the Hymans Robertson training portal up to 30 April 2024.
Published Fund Documents
A report was scheduled to present the current list of documents published on the Pension Fund's website as of 30 April 2024, in line with recommendations from governance reviews.
Scheme Advisory Board and Pensions Regulator Updates
The committee was scheduled to be advised on matters being considered by the Local Government Pension Scheme Advisory Board and The Pensions Regulator. The report was to note any implications for the fund and how these were being addressed in consultation with fund advisers.
Exclusion of the Press and Public
The agenda noted that a motion was to be moved and seconded to exclude the press and public from certain parts of the meeting. This was proposed on the grounds that these items would likely involve the disclosure of exempt information, as defined under the Local Government Act 1972. This exclusion was specifically mentioned for the Part B sections of the Quarterly Investment Monitoring Report and the Corporate Bond Transfer to London CIV.
