The Planning Committee of Harrow Council met on Thursday 24 October 2024, approving three planning applications and deferring one for a site visit. The committee also formally objected to a neighbouring authority's planning application.
Planning Applications Approved
16 Church Road, Stanmore, HA7 4AR - PL/0965/24 Planning permission was unanimously granted for a change of use from a bowling alley and restaurant/bar to a gym. The committee agreed with the recommendation to approve the application, subject to conditions.
43 Elm Park, Stanmore, HA7 4AR - PL/1871/24 The committee unanimously decided to defer this application for a single-storey rear extension and external alterations for a site visit.
Stanmore Hall, Stanmore, HA7 4JY - PL/2099/24 Listed building consent was unanimously granted for the installation of a handrail to the Rhodes House entrance. The committee agreed with the recommendation to approve the application, subject to conditions.
21 Church Road, Stanmore, HA7 4AR - PL/0840/23 Planning permission was unanimously granted for the redevelopment of a car park to create six self-contained flats. The decision is subject to the completion of a Section 106 legal agreement, which will include restrictions on resident parking permits. If the agreement is not completed by 4 January 2025, the decision will be delegated to the Chief Planning Officer to refuse permission.

Land South Of Elstree Road And East Of Heathbourne Road, Bushey Heath, Hertfordshire - PL/1666/24 The committee unanimously voted to object to this outline planning application submitted to Hertsmere Borough Council. The London Borough of Harrow raised objections on eight grounds, including concerns about the impact on the Green Belt, Harrow's Area of Special Character, nature conservation, and the potential detriment to local centres and infrastructure provision. The committee felt the application and supporting information were deficient in addressing the adverse impacts on Harrow.
