The Planning Committee of Harrow Council met on Wednesday 20 November 2024 and granted planning permission for three separate applications. The committee unanimously approved extensions and alterations at The Kiln House, Common Road, Stanmore, and at 43 Elm Park, Stanmore.
The Kiln House, Common Road, Stanmore - P/0992/23
Planning permission was granted for a single-storey side to rear glazed link extension with excavation to create a basement level, along with external alterations including the demolition of an ancillary building and drying shed at The Kiln House. The decision was unanimous, subject to conditions and the completion of a Section 106 legal agreement. This agreement will secure public access to the Kiln four times per calendar year.
The proposal was considered to be of an appropriate scale and design, sympathetic to the host building. Very special circumstances were deemed to exist to grant planning permission due to enhancements including the restoration of the Grade II listed Kiln, securing public access, and improvements to biodiversity and landscaping. The development was considered to comply with relevant planning policies, including the National Planning Policy Framework (NPPF) and The London Plan.
The Kiln House, Common Road, Stanmore - P/1019/23
Listed Building Consent was unanimously granted for repair works to the Grade II listed Kiln and its curtilage listed buildings, including the garden wall, summer house, pergola, and Kiln House. This consent is linked to the planning permission granted for the wider development of the site. The works aim to preserve the special architectural and historic interest of the listed building.
The proposed repairs are extensive and are intended to remove the Kiln from Historic England's Heritage at Risk Register. The decision to grant consent was made with special regard to preserving the building, its setting, and its features of special architectural or historic interest, in line with the Planning (Listed Buildings and Conservation Areas) Act 1990 and national and local planning policies.
43 Elm Park, Stanmore - PL/1871/24
Planning permission was unanimously granted for a single-storey rear extension and external alterations, including the demolition of a rear extension and conservatory at 43 Elm Park. The decision was made subject to conditions outlined in the report.
The proposed development was considered to improve the quality of accommodation for the property's occupiers without unduly impacting neighbouring amenities. It was deemed not to detract from the character and appearance of the host building, street scene, or the wider area. The extension was considered sympathetic to the existing property and in keeping with the pattern of development in the surrounding area. The proposal was found to comply with the NPPF, The London Plan, Harrow Core Strategy, and the Harrow Development Management Policies Local Plan.
