This meeting was scheduled to consider two applications for planning permission.
188-188A High Street, Hounslow
The application at 188-188A High Street requested permission to demolish an existing two-storey retail building and erect a new building on the site. The proposed new building was scheduled to have a ground floor retail unit, and 16 one and two bedroom homes across three and four storey blocks.
The applicant had provided arguments in favour of the development. It was scheduled to be argued that the application was:
consistent with the objectives of the Development Plan to deliver town centre housing and optimise the use of brownfield sites, focusing on growth at sustainable locations with good accessibility.
The report pack includes an assessment that the proposal achieves a 54% reduction in carbon emissions compared to baseline building regulations requirements.
765 Staines Road
The application at 765 Staines Road was for the construction of a single large warehouse on a currently undeveloped plot of land to the west of the Clockhouse Roundabout, part of which is located within the Metropolitan Green Belt1. The report pack describes the application as:
Redevelopment of site to provide flexible E(g)(iii), B2 and B8 uses with ancillary offices, associated access, servicing, parking, landscaping, engineering/drainage works and associated works.
The application proposed a unit with an internal floor area of 3828 sq.m, including ancillary offices, 31 car parking spaces and landscaping. The report pack contains assessments that the proposal achieves a 112% reduction in carbon emissions, and will achieve an Excellent
BREEAM rating2.
The report pack recommends that the application be approved with the completion of a legal agreement known as a Section 106 agreement. This legal agreement would require the applicant to provide various benefits to the local community, including a contribution towards the Community Infrastructure Levy (CIL).
