The Licensing (Hearings) Sub-Committee meeting on 11 December 2024 was scheduled to consider a review of the premises licence for Rum and Spice, a restaurant at 2 King Street, Leicester, as well as an application to vary a licence for Bungles Bar on 14 King Street, Leicester. A number of other matters were scheduled to be discussed during a part of the meeting that was not open to the public.

The meeting was also scheduled to receive the minutes of two previous meetings of the Sub-Committee. These were the meetings on 4 November 2024 and 18 November 2024.

Review of the premises licence of Rum and Spice

Leicestershire Police applied for the review of the licence of Rum and Spice.

The application was made on the grounds of:

• the prevention of crime and disorder
• public safety
• the prevention of public nuisance
• the protection of children from harm

In their application, Leicestershire Police said that they were concerned:

that the premises and its management are failing to promote and uphold all four licensing objectives and putting customers at risk of harm.

The report prepared for the meeting summarises the police's concerns.

The Sub-Committee has the power to:

• Reject the review application
• Modify the conditions of the licence
• Exclude a licensable activity from the scope of the licence
• Remove the designated premises supervisor
• Suspend the licence for a period not exceeding three months
• Revoke the licence

Review of the pavement licence of Rum and Spice

Leicestershire Police also asked for the review of a pavement licence held by Rum and Spice.

They said this was because the licence holder had failed to comply with the standard conditions attached to the licence by not removing furniture from outside the premises at times when the licence was not in force.

The Police said this had happened on 10 separate occasions between 15 September 2024 and 21 October 2024.

Application to vary the licence for Bungles Bar

The Sub-Committee were scheduled to consider an application to vary the licence for Bungles Bar, a bar at 14 King Street, Leicester.

This application was to specify an individual as the Designated Premises Supervisor¹ for the bar.
