The Planning Committee of Harrow Council met on Wednesday 18 December 2024 to discuss several planning applications and a report on policy weighting for the New Local Plan. The committee granted planning permission for two residential developments and deferred a decision on a third. They also agreed to accept addendums to the reports presented.
Report Regarding Policy Weighting to be applied to the New Local Plan (2021-2041) (Regulation 19 Version)
The committee received a report detailing the weighting to be applied to policies within the emerging New Local Plan (2021-2041) (Regulation 19 Version). The Head of Development Management explained that the draft plan currently holds moderate weight, which will increase as it progresses through further stages. An addendum was provided to update references to the National Planning Policy Framework (NPPF). The Chair read a statement outlining key changes in the updated NPPF, including mandatory housing targets and new definitions for Green Belt land. The committee noted the report.
2/03 127 Bellamy Drive HA7 2DG - PL/2406/24
The committee considered a proposal for the conversion of a dwelling into two flats, along with external alterations, parking, and the creation of separate amenity spaces. A representation was received from Mr Kishor Bhudia, who urged the committee to refuse the application. The committee decided to defer the application to allow for an amended block plan to be submitted, specifically to relocate bin and cycle storage to the rear gardens. Officers were instructed to reconsult on the amended plans, and the application is scheduled to return to the committee in February 2025. Councillor Zak Wagman requested the inclusion of an additional condition regarding the provision of a side gate. The decision to defer was unanimous.
2/01 Land South of Anmer Lodge HA7 4EB - PL/1756/24
Planning permission was granted for the erection of 7 new residential dwellings with associated parking, landscaping, bin and cycle stores, highways work, and alterations to the rear surface yards of Buckingham House. The recommendation to grant planning permission, subject to conditions, was agreed unanimously.
2/02 John Lyon School - PL/0435/24
Before this item, Councillor Stephen Hickman declared a pecuniary interest as the application was in his ward and left the room. The committee considered a deed of variation to a Section 106 agreement attached to a previous planning permission. The variation sought to amend the agreement to allow the use of the school's swimming pool by the wider community. The proposal included definitions for Swimming Sessions
and Swimming Hours,
and specified permitted recreational uses. The committee granted the deed of variation, delegating authority to the Chief Planning Officer for its completion. The decision to approve the application was unanimous.
