The Planning Committee of Harrow Council was scheduled to discuss a major planning application for the Byron Quarter development. The meeting's agenda focused primarily on this significant residential development proposal.
Byron Quarter (Phase 1) Development
The main item scheduled for discussion was the planning application for Byron Quarter (Phase 1), located to the east of Harrow Leisure Centre Car Park on Christchurch Avenue, Harrow. The proposal sought full planning permission for the demolition of existing structures and the construction of an apartment block and new houses to provide residential dwellings.
The development, identified by the planning application number PL/2611/24, was described as comprising:
- 149 residential dwellings: This includes a six-storey apartment block with 78 units and 71 terraced houses of two and three storeys.
- Affordable Housing: 44 of the dwellings were designated as affordable housing, representing 27% by habitable room.
- Wheelchair Accessible Housing: 15 properties were planned to meet M4(3) wheelchair housing standards, with one of these being a fully adapted wheelchair house in Social Rent tenure.
- Public Realm Enhancements: The plans included landscaping with 217 new trees, the creation of new public green and amenity spaces totalling 1075 sqm, and children's play spaces totalling 742 sqm for various age groups. A new pedestrian link to the Belmont Trail was also proposed.
- Parking and Access: The development included 75 car parking spaces (with 5 designated blue badge spaces), 2 formal loading bays, 3 dedicated stopping areas, and 281 long-stay and 5 short-stay cycle parking spaces.
The report pack indicated a GRANT recommendation for this application, subject to the negotiation and completion of a Section 106 legal agreement. This agreement was intended to cover various matters, including affordable housing, energy monitoring, carbon offset contributions, play space contributions, offsite surface water attenuation, training and employment initiatives, local procurement targets, biodiversity net gain, enhancements to the Belmont Trail, urban greening contributions, highway improvements, travel plans, district heating network provisions, and contributions to Transport for London bus services.
The report also outlined a Recommendation B to refuse planning permission if outstanding matters were not addressed or the Section 106 Agreement was not completed by a specified date. The grounds for potential refusal related to inadequate flood risk assessment/drainage strategy and the failure to provide appropriate improvements and monitoring through a legal agreement.
The report detailed extensive consultation with various internal and external bodies, including the Council's Policy Team, Housing Department, Landscape Architect, Tree Officer, Urban Design Officer, Highways Department, Environmental Health Team, Thames Water, Affinity Water, Transport for London, and the Metropolitan Police. Numerous comments and concerns were raised by these consultees, particularly regarding site optimisation, affordable housing tenure split, design details, daylight and sunlight impacts, biodiversity, traffic, drainage, and noise.
The agenda also listed standard procedural items for the Planning Committee, such as attendance by reserve members, the right of members to speak, declarations of interest, public questions, petitions, deputations, and the receipt of any addendum. However, the primary focus of the meeting was the detailed consideration of the Byron Quarter development proposal.
