The Planning Applications Sub-Committee (2) of Westminster Council met on Tuesday, 11 June 2024, to discuss various planning applications. Key decisions were made regarding significant developments at Lords Cricket Ground, Montagu Place, Oxford Street, Dering Street, and Bessborough Gardens.
Lords Cricket Ground, St John's Wood Road, London, NW8 8QN
The committee reviewed two applications concerning the Lords Cricket Ground. The first application (23/08458/FULL) involved the demolition of the existing Allen Stand and the erection of a new stand with a link bridge to the adjacent Pavilion. It also included the refurbishment and extension of the Tavern Stand, provision of new hospitality facilities, retail and food and beverage floorspace, and installation of PV panels on the Thomas Lord Suite. The second application (23/0862/LBC) focused on the demolition of the existing bridge link and creation of a new bridge link between the Pavilion building and the Allen Stand, along with the restoration of terracotta cladding on the Pavilion Building.
Richard Ward from DP9 supported the application, while George Hammer, Chairman of the St John’s Wood Court Residents Association, objected. The committee resolved unanimously to grant conditional permission and listed building consent, subject to amended conditions and the completion of a section 106 agreement1.
16-18 Montagu Place, 3 Bryanston Mews & 21 Bryanston Square, London, W1H 2BQ
The committee considered an application for the demolition and replacement of the single-storey roof structure, infill of a ground floor lightwell, erection of an additional storey, creation of a new internal ground floor courtyard, and various other alterations. Ambassador Markus Leitner from the Swiss Embassy and Kevin McGovern from DML supported the application, while Alessandra Coppola and Jonathan Laurence objected. The committee resolved unanimously to grant conditional planning permission and listed building consent in accordance with Section 14 of the Planning (Listed Buildings and Conservation Areas) Act 19902.
529-533 Oxford Street, London, W1C 2QL
The application for the use of the ground floor and mezzanine level as a food court, including provision for on- and off-site consumption of food and drinks, was discussed. Francois Ziad from ZD Design Ltd supported the application, while Eamonn Thompson from the neighbouring Marriott Hotel objected. The committee resolved unanimously to grant conditional permission3.
19 to 24 Dering Street, London, W1
The committee reviewed an application for part demolition, part redevelopment, and extension to provide a building with two basements, ground and five upper floors, and additional floors with roof plant and terraces. Patrick Reich from Caleus supported the application. The committee resolved unanimously to grant conditional permission with changes to conditions, subject to the completion of a section 106 agreement4.

The final application discussed involved alterations at roof level, including the erection of an infill extension, rooftop pavilion and terraces, and various refurbishments. Brian Mullin from Marrons supported the application, while Rob Mason objected. The committee resolved unanimously to grant conditional permission with an additional condition to ensure that the disabled parking space is provided with an electric charging point5.
