The meeting began with introductions from various council members and staff, followed by a review of apologies for absence and disclosures of personal and prejudicial interests. The minutes of the previous meeting were approved, and it was noted that there were no public questions. The main focus of the meeting was the scrutiny of the Swansea Public Services Board (PSB), followed by a discussion on the Welsh Language Standards Annual Report.
The most significant topic was the scrutiny of the Swansea Public Services Board (PSB). Councillor Andrea Lewis, the leader's representative on the PSB, and other key figures such as Mr. Thomas, Chief Fire Officer in West Wales Fire and Rescue Service, and Ness Young, Director of Corporate Services, discussed the PSB's performance over the past six months. The PSB's achievements included investment in speech and language services, progress on the Human Rights City initiative, and efforts in climate and nature recovery. They also highlighted community safety events and cultural tourism marketing. Challenges included the complexity of climate change initiatives and the need for better public engagement. Councillor Chris Holley raised concerns about performance monitoring and public engagement, to which Ness Young responded by outlining the PSB's efforts in these areas.
Another significant topic was the Welsh Language Standards Annual Report for 2023-2024. Councillor Robert Smith and Councillor Elliott King, supported by Ness Young and Ryan Miller, discussed the council's adherence to 163 Welsh language standards. Key points included a decrease in Welsh language calls, an increase in translation workload, and a slight rise in staff self-reporting Welsh language skills. The council is developing a revised Welsh Language Promotion Strategy, integrating insights from the Welsh Language Commissioner and internal reviews. Challenges around recruiting Welsh-speaking staff and encouraging employees to engage in Welsh lessons were also discussed.
The meeting concluded with a review of the committee's work program and a discussion on how well the committee has been functioning. Paula from the Governance and Audit Committee praised the clear roles and effective collaboration between the committees. The committee also noted the importance of avoiding duplication of efforts and ensuring that all audit recommendations are properly scrutinized. The next meeting is scheduled for July 16th, with an AGM on Thursday to reappoint the committee.
