The Licensing and General Purposes Committee of Harrow Council met on Monday 9 June 2025 and approved a new Special Treatments Policy. The meeting was brief, concluding in under 10 minutes.
Revised Statement of Special Treatments Policy
The committee approved the new Special Treatment Licensing Policy (statement of principles) 2025-2030. This policy aims to bring consistency to the application process for special treatments businesses, aligning with the London Local Authorities Act 1991. The policy was developed to provide transparency for both businesses and the council's enforcement team regarding expectations and compliance.
An officer introduced the report, explaining that amendments had been made to the standard conditions following comments received at a previous meeting in January 2025. A consultation period for the new policy ran from 11 April to 25 May 2025, during which no comments were received via the website or at drop-in sessions.
During the discussion, councillors raised points regarding how new businesses would be made aware of the policy and how to encourage greater engagement in future consultations. The officer noted that pre-application advice is available within the policy, and that individuals contacting the service are signposted to the correct department. The A-Z list of treatments, it was explained, is determined by the Special Treatments Working Group, which also decides on their review schedule.
The policy itself details the council's approach to licensing special treatments, covering aspects such as fit and proper persons, qualifications, premises safety, and enforcement. It outlines the scope of treatments covered, which includes massage, tattooing, cosmetic piercing, and other similar treatments. The policy also addresses exemptions, qualifications required for therapists, and the application process for new licences. It aims to support Harrow's corporate priority of restoring pride in Harrow
by ensuring that special treatment premises are well-run and compliant with legislation.
