Camden Town District Management Committee - Wednesday, 18th June, 2025 6.00 pm

The Camden Town District Management Committee DMC was scheduled to meet on 18 June 2025 to discuss a range of issues, including anti-social behaviour, tree management, and the Camden Town DMC budget. The meeting also included the election of a DMC chair and vice-chairs, and updates on tenant and resident association (TRA) registrations.
Community Safety and Anti-Social Behaviour
The committee was scheduled to receive a report on community safety and anti-social behaviour (ASB) in the Camden Town District. The report was expected to provide an update on the activities of the Community Safety Service from April 2024 to April 2025, including trends in ASB reporting by ward and actions taken to address these issues.
The report broke down the ASB reports by ward, with St Pancras & Somers Town and Regents Park wards having similar totals, 121 and 120 respectively, over the 13-month period. The most frequently reported type of ASB activity across the DMC was drug use, followed by rough sleeping.
Key actions taken to address concerns in each ward were outlined, including:
- Walkabouts and engagement with residents
- Acceptable Behaviour Agreements (ABAs) signed by individuals associated with ASB
- Notices of Seeking Possession served against properties/residents responsible for persistent ASB
- Outright Possession Orders obtained for properties due to persistent ASB
- Eviction of a resident after obtaining a possession order
- Environmental Visual Audit conducted and a quote provided to update lighting
- Funding acquired for works to reduce ASB, such as anti-cycle barrier and access gate panels
- Maintenance of trees blocking cameras
- Installation of metal railings
- Removal of wooden crates
- Consultation regarding gates
- Meeting scheduled with a TRA Chair to discuss issues impacting residents
- Dog Patrolling Service implemented to address drug dealing, drug use, homelessness, and ASB
The report also mentioned a new proactive Hotspot strategy involving the deployment of frontline practitioners from different agencies to pinpointed ASB hotspots. Responsibility for Responsive Security Patrols (RSP) and CCTV was transitioning to the Public Safety and Protection division.
Camden Town DMC Budget
The committee was scheduled to discuss the Camden Town DMC budget for 2025/2026. The report detailed the budget allocation, progress on approved bids, and any new bids submitted for consideration.
The minor revenue and major works budget for 2025/2026 was £158,490.00. TRAs were encouraged to submit their bids early, and it was noted that unspent budget cannot be carried forward. TRAs were advised to use the Special Projects Grant (SPG) for social activities.
There was one new bid for consideration:
- Albert Street TRA: Installing 1x H36 Gerda system/lockable box cover to replace the current fire key entry system (£857)
The report also included a table listing the bids approved in-year to date with progress updates.
Tree Management Contractor's Performance
The committee was scheduled to receive a report on the performance of the tree management contractor, Treehab Limited. The report provided an update on the role the Tree Service undertakes across housing estates and provided service performance information.
Trees on housing sites are managed in line with the Council's Tree Policy and are subject to a programmed 3-year health and safety inspection regime. The Tree Section is responsible for inspections and contract monitoring.
The programme of 3 yearly health & safety inspections and maintenance for 2025/2026 on Housing estates covers several wards, including Holborn & Covent Garden, Bloomsbury, Kings Cross, Regents Park, and Kentish Town.
The report also included performance information on enquiries received and closed, as well as work completed. In 2024-2025, 533 enquiries were received, and 683 were closed. A total of 2,330 jobs were completed.
During 2024-2025, 52 trees were planted on housing communal areas, and 635 trees were planted across the whole borough.
Residents' Learning Programme Ambition
The committee was scheduled to discuss a scoping paper providing a guide with key fundamental elements for the development of a robust training programme delivered for the benefit of all engaged residents and tenants.
The key objectives of the residents' training programme include:
- Empowering residents to participate in service design and place-shaping
- Encouraging continuous learning and build capacity for active engagement
- Fostering a culture of participation that encourages residents to contribute and value their opinions and views
- Equipping residents with the skills to advocate for their communities
- Strengthening collaboration between residents, the council, local and other community stakeholders
- Increasing and widening the diversity of residents and tenants accessing engagement and participation opportunities
- Raising residents' and tenants' awareness of the Council's complaint process, support services, and how they can influence organisational policies
- Enhancing residents' understanding of the new regulatory framework
- Ensuring alignment with consumer standards and expectations
The learning programme will be aimed at involved residents and tenants, unregistered resident associations, leaseholder associations, residents and tenants who express an interest in working with the Council, community volunteers.
The programme content will be a balanced mix of essential, vocational, and subject-specific learning, delivered over rolling semesters.
Property Services and Housing Management - Repairing and Letting our Properties
The committee was scheduled to receive a report providing a summary of the Void improvement programme.
As of 13 May 2025, there were 459 active voids to be re-let, broken down by location and bedroom numbers. There were also 115 properties which are empty and not in the letting process as they are being used for projects.
The report also provided updates on the Surveying and Lettings Team and information regarding finances, including a formal agreement with HS2 Ltd. under which the Council committed to securing vacant possession of the Cartmel, Coniston, and Langdale blocks on the Regent's Park Estate.
Tenant Engagement Report - Q4 2024-2025
The committee was scheduled to receive a report sharing insights and recommendations from the quarterly monitoring of tenant engagement activities and forums delivered supported by Housing and Property Services.
The report gathered feedback from a range of tenant engagement groups and activities, including District Management Committees, the Housing and Fire Safety Advisory Panel, and the Housing and Property Customer Experience Panel.
The report measured the impact of tenant participation on a range of key outcomes, including:
- Residents feel informed about things that matter for me
- Residents have an opportunity to influence decision making
- Residents feel their views are listened to and acted upon
- Residents feel connected to services or others within the community
- Residents are encouraged to make a positive contribute to estates or neighbourhoods
Camden Town DMC Annual Report
The committee was scheduled to receive the Camden Town DMC Annual Report. The report covered a range of topics, including partnership working, housing transformation, the digital divide, tenant engagement, housing services, HRA funding, the housing conference, the DMC budget, TRA halls, community safety, DMC microsites, consultations, green open spaces, HS2, voids, and We Make Camden.
Elections and Appointments
The agenda included the election of the DMC Chair and up to two Vice-Chairs for the 2025/26 meeting year. The committee was also scheduled to elect the DMC's representative to the Camden Safer Neighbourhood Board1 and representatives to any other bodies as needed, including the Resident Action Day Working Group.
Other Business
The agenda also included items such as the registration of Tenant and Resident Associations, apologies, announcements, declarations of interest, notification of urgent business, and the minutes of the previous meeting.
