Items for Decision
Planning Application: Watch House, Tresco
Councillors were scheduled to look at a planning application for Watch House, Raven's Lane, Old Grimsby, Tresco. The application, P/25/020/HH, requests permission to replace an existing single-storey conservatory, add a new internal wall, demolish a small area of an existing internal wall, and add a small lean-to utility room.
The report in the report pack notes that the Lead Local Flood Authority responded to the application, confirming that the proposal is acceptable from a flooding perspective.
The planning officer's report recommends that the council approve the application, subject to conditions, and delegate authority to the Chief Planning Officer to make any minor changes required to the conditions.
Draft Annual Governance Statement 2024-25
The council was scheduled to consider its draft Annual Governance Statement (AGS) for 2024-25. The Draft AGS Report sets out the key elements of the council's governance and internal control features, measuring its compliance with its local Code of Governance and the CIPFA/SOLACE Framework. Any significant governance issues identified during the year are to be set out in the AGS, along with descriptions of action already taken and any planned action to be taken during 2025-26.
The Governance Committee considered the draft AGS at its meeting on 17 June 2025 and agreed to recommend it to the Full Council for approval in draft form.
4th Quarter 2024/25 Financial Performance Report
The council was scheduled to discuss its financial performance in the 4th quarter of 2024/25. The 4th Quarter Financial Performance Report includes the revenue budget outturn by service, savings delivery, capital programme outturn, council tax and business rates collection performance, and treasury management updates.
The report notes an overspend of £985,673, which is 14% of the net budget. The main drivers for the overspend are Children Services and Adult Services. The report also details how the overspend will be funded, including transfers from specific reserves and the general fund reserve.
The report recommends that members note the financial performance and approve the reserve transfers.
Council Performance Summary and Corporate Risk Register
Councillors were scheduled to review the council's performance summary for the fourth quarter of 2024/25, along with the corporate risk register. The Report Q4 Performance and Risk includes a performance summary (Appendix A), methodologies (Appendix B), and the corporate risk register (Appendix C).
Housing Allocations Policy Review
The council was scheduled to discuss a review of its Housing Allocations Policy. The Report Housing Allocations Policy review presents the findings of a public consultation on proposed changes to the policy, with a summary of the responses included in Appendix G.
The report sets out proposed changes to the eligibility criteria and prioritisation of applicants, and asks members to confirm whether any additional preference should be added to the policy, adopt the revised policy, and agree to monitor the policy's outcomes with an annual review.
Complaint Handling Failure Notice - Housing Ombudsman
The council was scheduled to note the contents of a Complaint Handling Failure Notice from the Housing Ombudsman1. The Complaint Handling Failure Notice Housing Ombudsman relates to a procedural delay in providing a complete annual submission to the Ombudsman, and does not relate to a failure to deal with an individual customer.
The report summarises the circumstances of the failure, and sets out lessons learned.
Providing Feedback Policy Update
The council was scheduled to consider further changes to the council's complaints policy, now called the Providing Feedback Policy. The Providing Feedback Policy Update June 2025 presents the updated policy, incorporating changes approved on 29 May 2025, and further revisions to reflect current council roles and service structures.
Highway Maintenance Manual and Asset Management Policy
The council was scheduled to discuss and approve the Highway Maintenance Manual and Asset Management Policy. The Highway Maintenance Manual and Asset Management Policy Report includes the Highway Maintenance Manual (Appendix A) and the Highway Asset Management Policy (Appendix B).
The Highway Maintenance Manual documents the council's approach to highway maintenance, while the Asset Management Policy outlines the principles and practices for managing the council's highway assets.
