The Licensing (Hearings) Sub-Committee, consisting of Councillor Dr Susan Barton, Councillor Diane Cank, and Councillor Scott Kennedy-Lount, was scheduled to convene to consider a report regarding a temporary event notice. The meeting was scheduled to discuss an objection to a temporary event notice (TEN) for the Mount Zion Inn at 76 Guthlaxton Street, Leicester, submitted by Francilla Powell. The sub-committee was to determine whether to issue a counter notice, impose conditions on the TEN, or disregard the objection.
Temporary Event Notice for Mount Zion Inn
The sub-committee was scheduled to consider a report concerning a temporary event notice submitted by Francilla Powell for the Mount Zion Inn, 76 Guthlaxton Street, Leicester. The Director of Neighbourhood and Environmental Services submitted the report.
A temporary event notice was submitted on 1 June 2025 for an event scheduled for 15 June 2025. The notice requested permission for the following licensable activities between 00:00 and 05:00:
- The sale of alcohol for consumption on the premises
- Provision of regulated entertainment
- Provision of late night refreshment
The Licensing Act 2003 allows individuals to apply for a TEN to authorise licensable activities on a temporary basis.
An objection notice was submitted by Jasvinder Mann, a Pollution Control Officer from the Noise Team, on 4 June 2025, citing concerns about the prevention of public nuisance. The report pack included a copy of the objection notice.
Jasvinder Mann raised concerns that noise could travel further in the early hours of the morning when background noise is reduced. The objection stated:
Customer will want to come out to have a smoke/vape. Having customers gathered outside talking, laughing and so on has the potential to cause noise disturbances to the nearby residents.
Jasvinder Mann also noted that Guthlaxton Street is a quiet street and that the opening and closing of the entrance door, as well as music, could disturb nearby residents, especially with residents likely to have their windows open due to warm weather.
The sub-committee was to consider the temporary event notice and the objection notice, and then determine whether to:
- Issue a counter notice under Section 105 (2) of the Licensing Act 2003, if deemed appropriate for the promotion of a licensing objective.
- Impose one or more conditions on the temporary event notice, if appropriate for the promotion of licensing objectives and if the conditions are consistent with the existing premises licence.
- Disregard the objection notice.
The report pack included a copy of the existing premises licence for the Mount Zion Inn, including its conditions. The premises licence, LEIPRM0893, authorises several licensable activities, including indoor sporting events, live music, recorded music, dance performances, late-night refreshment, and the sale of alcohol.
