The Hampstead District Management Committee (DMC) met on 26 June 2025 to discuss a range of issues affecting tenants and leaseholders in the Hampstead area. The agenda included updates on housing performance, anti-social behaviour, and tree management, as well as consideration of local issues and approval of funding bids. The committee was also scheduled to elect a chair and vice-chairs for the upcoming municipal year.
Elections and Governance
The meeting was scheduled to begin with the election of the Hampstead DMC Chair and Vice-Chairs for the 2025-26 municipal year. The report pack included the Constitution - Hampstead District Management Committee and Engagement Code of Conduct Hampstead District Management Committee for the committee to note. According to the constitution:
HAMPSTEAD DMC shall elect its Chair and Vice-Chairs annually at the first meeting in the municipal year.
The committee was also scheduled to register Tenant and Resident Associations (TRAs) and co-opt tenant representatives. Appendix A of the Public reports pack 26th-Jun-2025 18.30 Hampstead District Management Committee listed the TRAs that had completed the registration process, while Appendix B listed those whose registrations had lapsed.
Housing and Property Performance
The committee was scheduled to receive an update on housing and property performance, including procurement, based on a report from the Director of Property Management. The DMC Report_Housing Property Performance May 2025 incl Procurement aimed to update the DMCs on the progress of performance management of services delivered in-house and by contractors across Housing & Property Services.
The report highlighted the council's ambition to become a more data-informed and performance-driven service as part of the ongoing Housing Transformation Programme. Key Performance Indicators (KPIs) were to be shared across the service through regular performance reporting cycles, with KPIs updated monthly and shared through a central dashboard and tailored spreadsheets. The report also detailed how KPIs are aligned with resident-defined service standards and the assessment of contractor performance during the procurement process.
DMC Budget Bids
The committee was scheduled to discuss and approve bids for the remaining DMC budget for the 2025/2026 financial year. According to the Hampstead DMC Budget Report_June 2025, the total budget for the financial year was £164,100.00, with four new bids for consideration:
- 15 Belsize Avenue TRA: £10,000 towards the cost of installing a new video door entry system.
- Hampstead Sheltered Housing Scheme x4: £16,820 for well-being activities and equipment purchase for sheltered residents.
- DMC Bid: £26,575 for three deployable CCTV cameras for use in the Hampstead district to help reduce ASB and monitor hot-spot areas.
- Sidney Boyd TRA: £4,200 for the installation of a secure bike shed at Sidney Boyd Court.
Local Issues and Community Safety
The committee was scheduled to consider any local issues raised by DMC representatives.
The DMC Report_Community Safety and ASB May 2025 provided an update on the activities of the Community Safety Service for the period from April 2024 to April 2025, including key insights into ASB reporting trends by ward and actions taken to address these issues. The report highlighted the new ASB case management model, which has enhanced the triaging of reports and ensured that each case is directed to the appropriate service and officer.
The report also included data on the number of ASB reports received for each ward in the Hampstead DMC area, as well as the top two most frequently reported types of ASB activity. Key actions taken to address concerns in each ward were outlined, including intensive resident engagement, quick communications to encourage reporting, and environmental visual audits.

- Residents' Learning Programme: The Resident Training Programme Development paper provided a clear guide with key fundamental elements for the development of a robust training programme delivered for the benefit of all engaged residents and tenants.
- Quarterly Tenant Engagement Report: The Quarter Tenant Engagement Report shared insights and recommendations from the quarterly monitoring of tenant engagement activities and forums delivered supported by Housing and Property Services.
