The Beaumont Leys Community Meeting on 1 July 2025 addressed several local issues, including parking and traffic concerns, updates from the police and housing services, and the allocation of the Ward Community Budget. Councillors provided feedback on parking issues, traffic calming measures, and developments in Beaumont Park. Residents raised concerns about anti-social behaviour, speeding motorbikes, and parking enforcement.

Local Policing Update

The meeting included an update from the local police regarding thefts, local priorities, anti-social behaviour (ASB) on The Dales and at Beaumont Shopping Centre, and increased patrols through the Safer Summer Streets Campaign. Residents requested future updates on motorbikes on fields behind St Mellions Close, and the police were asked to contact Housing if offenders are Leicester City Council (LCC) Housing tenants, so action can be taken. There was also a request to look into installing gates at entrances to deter motorbikes from entering the area, with Councillors and the Ward Community Engagement Officer (WCEO) to follow up. Residents were encouraged to report incidents through the Love Clean Streets App, by calling 101, or online at the Leicestershire Police website. Highways Update

The meeting included a highways update, with discussion of several issues.

• Parking Enforcement: There was a request for increased enforcement officer patrols during school run times at Heatherbrook Primary School and Buswells Lodge Primary School.

• Bus Stop Query: A query was raised around whether double yellow lines can continue through the bus stop on Bennion Road opposite the football club to deter parking on match days.

• Lorry Load Limit: A query was raised on the introduction of a 7.5 tonne lorry load limit on Bennion Road.

• Inconsiderate Parking: Residents were advised to take photos of inconsiderate and obstructive parking, including parking on double yellow lines, and email them to parking-enforcement@leicester.gov.uk or via the Love Leicester app.

The Highways update in Appendix A of the reports pack addressed issues raised at the previous ward community meeting:

• Parking at Beaumont Football Club: In the past year, the area had been visited 148 times, with 49 vehicles observed contravening parking restrictions and 36 Penalty Charge Notices issued.
• School Crossing Patrol: Highways are still actively recruiting for the site and hope to fill the vacancy soon.
• Bus Stop Relocation: There are no plans to remove the bus stop, as it is not believed to be causing issues that are not already present due to parked parents' vehicles.
• White Lines on Glenfrith Way: The lining was repainted in February 2025.
• Zebra Crossing at Beaumont Way and Rutherford Way: Pedestrian crossings are on the priority list, but not in the 'Top Ten'.
• Flooding on St Melion Way: Highways are working with Estates and Building Services to come up with a solution.

The update also noted that carriageway and footway inspections around the ward had resulted in 103 and 40 actionable defects, respectively. A 20mph zone in the Home Farm area, including traffic calming measures along Butterwick Drive, has recently been completed. The Astill Lodge Road scheme is progressing, and Stage 2 of the consultation process will include consulting with local residents.

Councillors Feedback

The meeting included an update from Councillors, including parking issues at De Montfort University (DMU)/Beaumont Park Football Club and the introduction of enforcement officer patrols on match days, the introduction of 20mph zones and traffic calming measures around Astill Lodge Road, the development of Beaumont Park, residents parking schemes, and crossings around the Krefeld Way roundabout.

Housing Update

The meeting included a housing update, with no actions to note. The update, detailed in Appendix B of the reports pack, covered staffing, the environmental budget, and pop-up sessions.

• Staffing: One Housing Officer is on long-term absence. A new Assistant Housing Officer, Shallum Paul-Smith, has started.

• Environmental Budget 2024/25: Projects completed from last year's budget include painting internal areas at Portmore Close, bin stores at Gresley Close and Oronsay Road, and a bike rack at Paterson Close. There were no submissions for Beaumont Leys for the 2025/26 budget.

• Pop Up Sessions: These sessions are still taking place at the Tudor Centre and the New Parks Library on Tuesdays from 11am until 3pm. Councillor Hazel Orton noted that they would like information to be provided at the Pop Ups on succession regarding Successions. Alvin Raj has been appointed as the Tenant Engagement and Policy Manager and will recruit Tenancy Engagement Officers.

Ward Community Budget

The meeting noted a Ward Funding update. The Ward Funding for April 2025 – March 2026 is £18,000.00. Four applications have been supported to date, with a remaining balance of £15,750.
