The Licensing (Hearings) Sub-Committee was scheduled to meet to consider an application for a variation of an existing premises licence, and to confirm the minutes of previous meetings. Councillor Karen Pickering, Councillor Diane Cank, and Councillor Stephen Bonham were summoned to attend the meeting.
Moonshine, 91 High Street, Leicester
The Director of Neighbourhood and Environmental Services submitted a report regarding an application for a variation of an existing premises licence for Moonshine, 91 High Street, Leicester.
The licence holder, Danny Nyszczota, applied to add the outside area of the premises to the existing licence. The existing premises licence permits:
- Live music (indoors) Monday to Sunday 12:00 to 04:30
- Recorded music (indoors) Monday to Sunday 12:00 to 04:30
- Late night refreshment (indoors) Monday to Sunday 23:00 to 04:30
- Supply of alcohol on the premises Monday to Sunday 12:00 to 04:30
- Opening hours Monday to Sunday 12:00 – 05:00
The variation requested for the outside area was:

The report pack included the steps the applicant proposed to take to promote the licensing objectives, as set out in the operating schedule.
A representation against the application was received from a member of the public, relating to:
- the prevention of crime and disorder
- the prevention of public nuisance
- public safety
- the protection of children from harm
The representee stated that allowing the outside area a licence until midnight seven days a week would disrupt the residents who live within the vicinity, and that they were also concerned that there may be an increase in people who are drunk and using drugs. The representation stated:
We are trying to sell our properties due to the state of the violence and alcohol, drug abuse which is getting worse in the city centre. We are living near the food court area and this will bring more issues of unsafety for us residents.
Majority of us are scared to go out of our apartments after a certain time.
The applicant and the person who made the representation were asked to clarify certain points at the hearing. The applicant was asked whether they considered that the concerns outlined in the representation were valid, and if not why not, and whether, in the light of the representations made, they wished to propose any additional steps for the promotion of the licensing objectives. The person who made the representation was asked whether they had any additional information to support the representation they have made, and whether there were any additional steps that could be taken which would be equally effective in the promotion of the licensing objectives.
Minutes of previous meetings
The sub-committee was scheduled to confirm the minutes of the previous meetings held on 26 March 2025 and 20 May 2025 as a correct record.
The minutes of the meeting held on 26 March 2025 include a discussion of an application for a new premises licence for Tandel Restaurant & Bar, Basement, Piccadilly Cinema, Green Lane Road, Leicester. Representations were received from the Fire & Rescue Service, Planning Enforcement, the Licensing Enforcement team, Leicestershire Police, and the Noise Team.
The minutes of the meeting held on 20 May 2025 include a discussion of an application for a variation of an existing premises licence for Alino, 11 Narborough Road. Representations were received from the Police, the Noise team, and the Licensing Enforcement team.
