Summary

The Licensing Sub Committee met to discuss an application for a club premises certificate for Pelican House, and an application for a new premises licence for Niu Hot Pot. Councillors also agreed to extend the decision deadline for applications relating to Audi Store, M&M Local and Pick.

Pelican House Club Premises Certificate

The committee discussed an application for a club premises certificate for Pelican House, 148 Cambridge Heath Road. The applicant, Pelican Collective Ltd, sought permission to supply alcohol on and off the premises from 12:00 to 23:00 Monday to Thursday, 12:00 to 00:00 Friday and Saturday, and 12:00 to 23:00 on Sunday.

A representation was received from a resident, Kedeidra Joyce, who objected to the application on the grounds of the prevention of crime and disorder, the prevention of public nuisance and the protection of children from harm.

The council's legal officer, Jonathan Melnick, raised concerns about the outside courtyard capacity, which the police had agreed should not exceed 250 people. He suggested this number might cause a public nuisance.

The applicant's representative, Mr Daly, offered a condition reducing the capacity to 200 in the courtyard area after 23:00.

Councillor Peter Golds, Chair of the Licensing Committee, noted that the committee had taken into consideration the objections raised.

Niu Hot Pot Premises Licence

The committee considered an application for a new premises licence for Niu Hot Pot, 43 Commercial Street. The applicant, Luxx Catering Ltd, sought permission for the sale by retail of alcohol and the provision of regulated entertainment (recorded music) from 12:00 to 23:00 Monday to Saturday, and 12:00 to 22:30 on Sunday.

Representations were received from Environmental Protection and SPIRE (a resident's association), who objected to the application on the grounds of the prevention of crime and disorder and the prevention of public nuisance.

Extension of Decision Deadline

The committee agreed to extend the decision deadline for the following applications to 30 September 2025:

  • Audi Store, 132 Commercial Street
  • M&M Local 15 White Church Lane
  • Pick 138 Bethnal Green Road
