The Licensing (2003 Act) Sub-Committee was scheduled to convene to confirm the meeting procedure and to review the premises licence for Udaya Restaurant.

Udaya Restaurant - Review of Premises Licence

The Sub-Committee was scheduled to consider an application for the review of the premises licence for Udaya Restaurant at 105 Katherine Road, East Ham.

The review application was submitted by the Home Office Immigration Enforcement on 28 May 2025, and was based on the licensing objective of the prevention of crime and disorder. According to the application, the review was requested because:

We have grounds to believe the license holder has failed to meet the licensing objectives of prevention of crime and disorder, as illegal working has been identified at this premises.

The application for review stated that immigration safeguards were introduced to the Licensing Act 2003 by the Immigration Act 2016 to prevent illegal working in licensed premises. It also stated that the Home Secretary was added to the list of Responsible Authorities¹ who are permitted to request a review of an existing licence where there is concern that a licence and related licensable activity is prejudicial to the prevention of immigration crime including illegal working.

The report pack included the current premises licence for Udaya Restaurant, which was first issued on 20 November 2008 and transferred to Mr Udayan Gangadharan in 2013. The licence authorises:

• The sale by retail of alcohol
• The playing of recorded music
• The provision of late night refreshment

The area plan and street view of the premises were also included in the report pack.
