Summary
The Isles of Scilly Full Council was scheduled to meet on 30 July 2025 to discuss planning applications, updates to the local plan, financial performance, and the annual carbon report, among other items. The meeting was also scheduled to include updates from committees and consider any questions or motions raised.
Local Plan Update
The council was scheduled to discuss updates to the reformed local plan-making system and a new local plan timetable for the Isles of Scilly Local Plan (2025-2040). The report noted that the current Local Plan, adopted in March 2021, approaches the end of its 5 year post adoption period in March 2026, and that officers were seeking approval to commence a local plan review. The report also set out that the Levelling Up and Regeneration Act 2023 (LURA) establishes the legal basis for a new plan-making system, and that the government will be introducing a set of national policies, known as National Development Management Policies (NDMPs) that will carry the same weight as local plans and override them in case of conflict. The report recommended that members:
- note the local plan reforms and transitional arrangements
- approve the commencement of a review of the adopted Local Plan in accordance with a new Local Plan preparation timetable (appendix C), and the matters set out within the timetable, and to publish and submit to the Secretary of State
- approve the drawing down of £64,397 from the Planning Reserve into the Strategic Planning budget to fund the Local Plan activity in 2025/26, in accordance with the Council Financial Regulations
- note the requirement for additional funding for the development of the Local Plan and the associated evidence base and authorise the Chief Planning Officer, in consultation with the Section 151 Officer1, the Strategic Director for Place, Economy and Environment and the Lead Member for Planning and Regulatory Services, to apply for relevant local plan grants.
Annual Carbon Report
The council was scheduled to consider the Annual Carbon Report (2025), which illustrates the council's progress towards its net zero targets and some of the activities the council has been undertaking to reduce carbon emissions, and those which support wider delivery of the Climate Change Action Plan. The report noted that the council has made significant progress in reducing its greenhouse gas emissions, since the baseline year (2019/2020) and is currently well exceeding its target with a -75% reduction in carbon dioxide emissions, primarily attributed to council's decision to move to a zero-carbon energy tariff in 2023/2024. The report recommended that members:
- note the activities undertaken by the council since 2022 to reduce carbon emissions
- approve the Annual Carbon Report (2025) and agree that the report be published on the Councils website
- endorse the principles of the Partnership Agreement between the Council of the Isles of Scilly and the Isles of Scilly Community Venture Community Interest Company to ensure cooperation, build resilience and support the long-term sustainability and viability of the island's communities
- that delegated authority be given to the Section 151 Officer to authorise funding applications in relation to Climate Change and Net Zero delivery, for any amount over £50,000.
Local Validation Checklist for Planning Applications
The council was scheduled to discuss a report on the Local Validation Checklist for Planning Applications. The report noted that Section 11(3)(d) of the Town and Country Planning (Development Management Procedure) (England) Order 2015 requires that Local Validation Checklists are reviewed every two years to remain valid, and that the current Checklist has not been reviewed since 2021. The report recommended that members:
- approve a formal 6-week public consultation on the revised Local Validation Checklist
- provide delegated authority to the Chief Planning Officer to make minor amendments to the Local Validation Checklist prior to and after the public consultation
- provide delegated authority to the Chief Planning Officer, in consultation with the Lead Member for Planning and Regulatory Services, to adopt the Local Validation Checklist following the formal public consultation, unless any major issues are raised through the public consultation feedback.
Planning Applications
The council was scheduled to consider the following planning applications:
- P/25/029/ROV Trelawney Guest House, Church Street, Hugh Town St Mary's - An application to vary condition 4 of planning permission P/09/043/COU to be able to let the units as permanent full time accommodation as well as short term holiday lets. The Chief Planning Officer recommended that planning permission be refused.
- P/25/041/ROV and P/25/045/LBC Town Hall, The Parade, St Mary's - An application to vary Condition 13 (Approved Plans) of planning permission P/23/047/COU for change of use of the Town Hall to provide a new cultural centre and museum and associated works (Listed Building) and Application for Listed Building Consentfor the conservation, upgrading and extension of a Grade II listed 1887 Town Hall to provide a new cultural centre and museum for the Isles of Scilly (Listed Building), previously granted consent (P/23/048/LBC) on 24 November 2023. The Chief Planning Officer recommended that the amendments to the Planning Permission be granted and that Members confirm their support for the grant of Listed Building Consent.
- P/25/050/FUL Co-operative Store, Hugh Street, St Mary's - An application for the Construction of a single storey extension, shopfront alterations and installation of plant. The Chief Planning Officer recommended that the Planning Permission be granted.
Schedule of Delegated Planning Applications
The council was scheduled to receive a report containing a list of delegated applications that have been registered and/or have been determined since the last schedule was published. The applications that were pending a decision were:
- P/20/008/S106MO: Ocean Lea, Buzza Hill, St Mary's - Application for the modification of section 106 planning obligation in relation to planning permission P5681 dated 19th January 2007 to update to most recent obligation wording including mortgagee in possession clause and most recent specific local need criteria.
- P/24/034/COU: Bishop & Wolf, Hugh Street, St Mary's - Proposed internal & external alterations, partially retrospective, to grade II listed building including change of use of redundant bar area at first floor level to provide increased staff accommodation/managers flats & associated works to internal and external trade areas. - P/25/024/FUL: Normandy House, Normandy, St Mary's - Replacement timber windows and doors with uPVC windows and composite doors.
- P/25/048/LBC: The Chaplaincy, Church Road, St Mary's - Alterations to windows and French door, installation of traditional internal shutters and localised plaster replacement.
- P/25/051/DISCON: Parkside, 9 The Parade, Hugh Town, St Mary's - Application to discharge condition C8 (Site Waste Management Plan) of planning permission P/24/078/HH.
