The Place Overview & Scrutiny Committee met to discuss the proposed Oxford temporary congestion charging points prior to its submission to the Cabinet, and to review the committee's action and recommendation tracker, forward work plan, and responses to scrutiny recommendations. The committee agreed to note the progress of previous recommendations, to agree its work programme for forthcoming meetings, and to note the responses to scrutiny recommendations.
Oxford Temporary Congestion Charging Points
Councillor Liz Leffman, Leader of the Council, presented a report on the proposed Oxford temporary congestion charging points. Lorna Baxter, Executive Director of Resources and Section 151 Officer (Deputy Chief Executive), Hannah Battye, Head of Place Shaping, and Aron Wisdom, Programme Lead – Central (Infrastructure Delivery) were also in attendance to answer the committee's questions.
The committee was asked to consider the report and raise any questions, and to agree on any recommendations it wished to make to the Cabinet.

Committee Action and Recommendation Tracker
The committee noted the progress of previous recommendations and actions arising from previous meetings, and raised questions on the contents of the Place Recommendation Tracker 27.08.25.
Committee Forward Work Plan
The committee agreed on its work programme for forthcoming meetings, having heard any changes from previous iterations, and taking account of the Cabinet Forward Plan and of the Budget Management Monitoring Report. The Place OSC Work Programme August 2025 was agreed.

Responses to Scrutiny Recommendations
The committee noted the Cabinet responses to the Place Overview and Scrutiny Committee reports on the Rail Strategy, and S106 improvement programme.
