The Appointments Committee for the Assistant Director of Adult Services met to consider the shortlisting of candidates for the post. Prior to this meeting, the committee had convened on 17 July 2025 to review four applications and identify candidates for assessment. At this meeting, they considered the results of the assessment centre and agreed on the candidates to be included in the final stage of the process.
Appointment of Assistant Director, Adult Services
The main item on the agenda was to consider the shortlisting of candidates for the position of Assistant Director, Adult Services. The public reports pack included notes for the reconvened appointment committee, which outlined the process for shortlisting candidates.
The notes stated that:
Chair reminds Members of the Committee of the need to offer comments on the list of candidates based on their personal review of applications (applications having been sent out with this note) and the results of the assessment centre which will follow and be presented by the Advisor and Lead Officer for discussion at the meeting.
The minutes from the previous meeting on 17 July 2025, indicated that the committee had reviewed four applications and identified candidates 79847, 79843 and 79818 to be assessed.
The public reports pack also included Cardiff Council's Behavioural Competency Framework, which outlines the values and competencies expected of council employees. The framework details expectations around putting customers first, getting things done, taking personal responsibility, seeking to understand others, developing potential, leading change, initiating change and improvement, organisational awareness, partnering and corporate working, communicating, analysing, problem solving and decision making, equality and diversity, optimising resources and demonstrating political acumen.
Exclusion of the Public
The agenda included a resolution to exclude the public from the meeting during the discussion on the appointment of the Assistant Director, Adult Services. This was justified under paragraphs 12 and 13 of Part 4, Schedule 12A of the Local Government Act 1972, which relate to information about applicants for employment and information that could reveal the identity of an individual.
Approval of Minutes
The committee approved the minutes of the meeting held on 17th July 2025 as a correct record. Councillor Sue Lent had previously declared a personal interest in the prior meeting as her son was a service user.
