The Licensing Sub-Committee (4) of Westminster Council was scheduled to consider four applications for premises licences and variations to existing licences. These applications involved proposed changes to operating hours, licensable activities, and conditions for venues across the city.
London Cocktail Club, Basement, Portland House, 4 Great Portland Street, London, W1W 8QJ
The committee was scheduled to review a variation application for a premises licence at the London Cocktail Club. The applicant, The London Cocktail Club Limited, sought to increase opening hours on Thursdays, Fridays, and Saturdays to 3:00 am, and extend the hours for the sale of alcohol and playing of recorded music to 2:30 am and 3:00 am respectively on these days. Amendments to existing conditions regarding admittance after 1:30 am were also proposed. A key aspect of the variation was the request to allow off-sales of alcohol, subject to specific conditions, particularly during the summer months. The premises, located in the West End Cumulative Impact Area, has a history of licence variations, with previous applications to extend hours having been refused or granted with time limitations. Representations were received from the Metropolitan Police and the Licensing Authority, raising concerns about the potential impact on the licensing objectives, particularly the prevention of crime and disorder and public nuisance. However, both the Police and Environmental Health Service representations were withdrawn following the agreement of additional conditions.
Lighthouse Soho, 48 Berwick Street, London, W1F 8JD
A new club premises certificate application for Lighthouse Soho was scheduled for determination. Lighthouse Soho Limited proposed to operate as a private members' club, hosting retail events for artists and artisans, and occasionally serving alcohol to members and their guests. The proposed operating hours for various licensable activities, including plays, films, live and recorded music, and the supply of alcohol, were detailed, with the premises intended to be open to members and guests from 9:00 am to midnight on Fridays and Saturdays, and until 10:30 pm on Sundays. The premises is located within the West End Cumulative Impact Zone. Representations were received from the Metropolitan Police, Environmental Health, and the Licensing Authority, all raising concerns about the potential impact on licensing objectives, particularly the prevention of crime and disorder, public nuisance, and public safety. The Metropolitan Police representation was withdrawn after the agreement of further conditions.
Unit 3, 95 Wigmore Street, London, W1U 1DL
The committee was to consider a new premises licence application for Unit 3, 95 Wigmore Street, London, W1U 1DL, submitted by Prezzemolo & Vitale Uk Ltd. The premises is intended to operate as a delicatessen on the ground and lower ground floors. The applicant initially sought to sell alcohol for consumption both on and off the premises from 11:00 am to 11:00 pm daily, with opening hours from 7:00 am to 11:30 pm. However, the applicant later reduced the proposed hours for the retail sale of alcohol and opening hours on Sundays. Representations were received from Environmental Health and the Metropolitan Police, both initially objecting on grounds related to public nuisance, public safety, and the protection of children from harm. These representations were subsequently withdrawn after the applicant agreed to additional conditions. An objection was also lodged by the South East Bayswater Residents Association, primarily concerning the potential for noise and public nuisance from deliveries and the operation of the premises, particularly regarding the proposed 24-hour off-sales and extended opening hours.
Made In Little France, 38 Westbourne Grove, London, W2 5SH
A variation application for a premises licence for Made In Little France was scheduled for discussion. The premises currently operates as a fine wine off-licence. The variation sought to extend the retail sale of alcohol for consumption off the premises to 24 hours a day and to vary the opening hours to 9:00 am to 10:00 pm. The premises is located in the Bayswater area, which is designated as a Special Consideration Zone. Representations were received from Environmental Health, the Metropolitan Police, and the South East Bayswater Residents Association. Environmental Health initially raised concerns about potential public nuisance and public safety, while the Metropolitan Police objected on grounds of crime and disorder, protection of children from harm, and public nuisance. The South East Bayswater Residents Association objected due to concerns about noise and public nuisance from deliveries and the premises' operation, particularly regarding the proposed 24-hour off-sales. All representations were subsequently withdrawn after the applicant agreed to additional conditions, including a reduction in Sunday opening hours and specific conditions related to deliveries and age verification.
