The Warwickshire Waste Partnership met on Wednesday 3 September 2025, to discuss waste management performance data, updates on the Resources and Waste Strategy for England, and updates from waste partners. The Partnership was asked to note the provisional waste management data for the first quarter of 2025/26, and to acknowledge updates on waste activities taking place in each area since the last meeting. Councillor Darren Cheshire, Portfolio Holder for Environment, Heritage and Culture, was scheduled to chair the meeting.
Waste Management Performance Data
The Warwickshire Waste Partnership was scheduled to discuss the provisional waste management data for the first quarter of 2025/26. According to the report pack, the figures were estimates taken from Waste Data Flow1 and Warwickshire County Council in-house records. The report pack included data on:
- Household waste
- Recycling/reuse rate
- Composting rate
- Landfill rate
- Energy from waste
The report pack also included estimated performance for the year 2024/25, and HWRC2 performance for the first quarter of 2024-25.
Waste Partners Updates
The Warwickshire Waste Partnership was scheduled to receive updates from waste partners in North Warwickshire Borough Council, Nuneaton & Bedworth Borough Council, Rugby Borough Council, Warwick District Council, Stratford-on-Avon District Council, and Warwickshire County Council.
The updates included:
- Rugby Borough Council: The final audit had taken place and would be submitted to the OTC WC3 on 25 August 2025. Fly-tipping instances were continuing to increase, and there had been a recent increase in contamination reported by Sherbourne Recycling Ltd, with communications going out to residents and crews reinforcing blue bin recycling.
- Warwick District Council: Current projects being progressed included improvements to 'on-the-go' recycling services in town centres and the roll-out of food waste collections for communal properties. Re-deployable CCTV was continuing to prove successful in capturing fly-tipping incidents in hot spot areas. Data on the performance of the recently installed solar mats on RCVs4, was being reported and analysed with the support of TRAILAR and Biffa.
- Stratford-on-Avon District Council: According to the provisional annual results for 2023/24, Stratford-upon-Avon had the highest proportion of organic/green waste comprising 64.2 per cent of their total recycled household waste. All major towns now have on street recycling bins, and Stratford-on-Avon District Council had a view to install park recycling bins in the Rec5 at the beginning of the new financial year. 80% of all households in Stratford on Avon District have signed up to the Cloud 9 Citizen Mobile app. Plans were underway to reduce contamination rates in collaboration with Sherbourne MRF6 and Biffa. Stratford on Avon District Council were working with the Town Centre Trust to promote Second Hand September; members of the team would be hosting a recycling information stall at the Swap Shop event on 21 September.
- Warwickshire County Council: The 'live' booking system had helped to manage visits to Household Waste Recycling Centres over the busy summer period. The Age UK Coventry & Warwickshire Reuse shops continue to have success with footfall, donations, and sales. Food waste transfer continues at Princes Drive and Burton Farm prior to transfer to the Severn Trent Green Power anaerobic digestion facility in Coleshill. Slim Your Bin had recruited 1,539 'bin dieters' onto its 4-week training programme. In 2024/25, 120 school visits were made and that equated to over 27,500 primary school children and their family's receiving information on reducing waste, composting, or recycling. Thanks to residents' good work recycling their textiles, the target has been reached to sponsor another Guide Dog Puppy. The Warwickshire Recycles newsletter had 8050 subscribers. The first call off (engine oil reprocessing) from the DPS7 has been completed. The team is working on call offs for plasterboard and paint reprocessing, and on the next round of waste procurements including garden waste composting, food waste containers and hook lift vehicles. # Other Business The agenda included updates on the Resources and Waste Strategy for England, and food waste collection plans. There was also an opportunity for members to suggest agenda items for the next meeting. Dates for future meetings were confirmed as 17 December 2025 and 18 March 2026.
