  • Avoidance of escalation to disrepair claims through timely, resident focused service
  • Deliver a consistent, accountable delivery model across all teams

The report stated that monitors measuring humidity, temperature and condensation will be installed in all void properties at re-let inspection, homes reporting damp and mould issues, and additional units under Camden's M&E retrofit programme.

Camden's Environment Services Contract

The Head of Environment Services was scheduled to provide an update on Camden's Environment Services contract and its performance.

Camden's Environment Services contract with Veolia commenced on 1 April 2017, and was extended for a further 8 years in February 2024. The contract has an 'outcome-based' specification that informs Veolia of the service standards that must be met.

The contract outcomes are:

  • Managing Camden's local environmental quality to an agreed standard
  • Minimising waste and maximising participation in reuse and recycling
  • Generating additional surplus from business recycling and waste services
  • Increasing local employment opportunities and local economic development

The report stated that a new fleet of vehicles was introduced from April 2025, including 14 electric refuse collection vehicles.

Street cleansing standards in Camden are independently measured by Keep Britain Tidy 3 three times a year. The results for litter show that standards were good up to 2021/22 but have dropped since, resulting in failures against the contract target of 6%.

Camden's Reduction and Recycling Plan (RRP) 2023-25 set a target of a 35% recycling rate by 2025. The latest rate was 29.1% in 2023/24.

The report noted that lower recycling performance for estates is not unique to Camden, and that a key challenge for Camden is that there is no one size fits all approach to recycling services on estates due to the wide variety of housing types.

Legislation on Persistent Organic Pollutants (POPs) was implemented by the Environment Agency in January 2023, requiring that all waste upholstered domestic seating must be collected separately and disposed of by incineration. Upcoming 'Simpler Recycling' legislation requires that by March 2026 all households must have access to both dry recycling and food waste collection services.

Gospel Oak DMC Budget

The Housing and Property Engagement Manager was scheduled to present a report detailing the Gospel Oak DMC budget allocation for 2025/2026, progress on approved bids and any new bids submitted for consideration.

The minor revenue and major works budget for 2025/2026 is £151,040.00.

Tenant and Resident Associations are encouraged to use the Special Projects Grant (SPG) for social activities such as trips and community events. The SPG has a £750 limit, although funds can be requested twice within a 12-month period.

There were no new bids for consideration at the September 2025 meeting. The DMC may recall an approved bid awarded to Dunboyne Estate at your June 2024 meeting, for a sum of £27979.00 for the installation of Metro Bins. It is understood the sum did not include VAT. As such, a request will be made to DMC to meet the VAT shortfall of £3250.28.

Tenant and Resident Associations

The committee was scheduled to consider the list of registered tenant and resident associations (TRAs). Appendix A of the agenda lists the TRAs that have satisfactorily completed the registration process, along with the names of their representatives to be co-opted onto the DMC. Appendix B lists those TRAs whose registrations have lapsed.

Housing and Property Tenant Engagement Report

The Head of Customer Service and Engagement was scheduled to present a report sharing insights and recommendations from the quarterly monitoring of tenant engagement activities and forums delivered supported by Housing and Property Services.

The report includes:

  • Resident feedback on a range events and activities
  • Applications Special Projects Grant
  • Applications to the District Management Committee Fund
  • Evaluation of Learning and Development activities
  • Evaluation of Neighbourhood Action Days
  • Stories of impact

Neighbourhood Structure

The committee was scheduled to receive an update on the new Neighbourhood Structure.
