The South Holland District Council Planning Committee was scheduled to meet on Wednesday, 10 September 2025, to discuss several planning applications, a report on planning appeals, and other planning updates. The meeting was to be held in the Council Chamber at the Council Offices on Priory Road, Spalding. Councillor James Avery, Chair of the Planning Committee was scheduled to chair the meeting.
Planning Applications
The committee was scheduled to review and make recommendations on three planning applications:
Land at Blackbird Close, Crowland
A full application for the erection of three dwellings with garages on land at Blackbird Close, Crowland was to be discussed. This was a resubmission of a prior application, H02-0899-22. The Lead Development Management Planner (Interim) – BBC & SHDC's report noted that the application had been deferred at a previous meeting on 02 April for design changes. Some of the key points raised at that time included:
- The development frontage was not typical of the established properties on Peterborough Road, but had followed a newly cramped design.
- The location of the green area promoted an appearance that the development was cramped.
- Concern was expressed regarding the future intended use of the green space at the end of, and outside of, the current application site. The utilisation of the green space within the current application would render it less cramped.
- The function and flow of the site needed greater consideration regarding parking and general usage.
- The parking layout and shared vehicular access direct from Peterborough Road to Plots 1 and 2.
- The existence of a telegraph pole at the access point.
- The likelihood that Plot 3, as a five-bedroom property, would need the use of more than the two allocated parking bays.
- The position of the garage for Plot 3 did not maximise the full potential of parking availability.
- The household waste collection point for Plot 3 appeared to be on the footpath.
- The differential in the land level caused a potential flood risk to existing properties.
2 School Lane, Lutton, Spalding
The committee was scheduled to consider a full application, reference H12-0474-25, for an increase in the number of children from 16 to 21 in connection with a current child minding business. The application also included a request to modify condition 3 of planning permission H12-0598-22, and for the siting of a log cabin in association with the business at 2 School Lane, Lutton, Spalding. Councillor Jack Tyrrell and Councillor Andrew Charles Tennant are the ward councillors for Long Sutton, where the site is located. Sir John Hayes MP had objected to the application, raising concerns about noise, parking and the applicant's previous statements about the maximum size of the business.
Land on the Northwest Side of Roman Bank, Spalding
The committee was scheduled to discuss a Section 73 modification application relating to land on the Northwest Side of Roman Bank, Spalding. The application, H16-0681-25, sought to modify conditions 2 and 3 of a previous approval, H16-0565-24, for the construction and operation of a micro energy storage facility. The modifications would allow amendments to previously approved plans. The specific changes requested were to allow the re-positioning of the facility to the rear of the application site and the removal of two to three existing trees within the grass verge. The Lead Development Management Planner (Interim) – BBC & SHDC's report noted that the land is owned by South Holland District Council.
Planning Appeals
The committee was scheduled to receive an update on recent planning appeal decisions. The Appeals Report prepared by the Development Manager, Nick Atkinson, noted that since 1 April 2017, 260 planning appeal decisions have been received, of which 194 have been dismissed, equating to a success rate of 74.62%. The report also detailed one appeal that had been dismissed since the previous report, relating to the Blue Bell Inn, Main Road, Hop Pole, Spalding.
Other Business
The agenda included standard items such as apologies for absence, declaration of interests, and questions asked under the council's constitution. There was also an item for planning updates and any other urgent items at the discretion of Councillor James Avery, Chair of the Planning Committee.
