The Planning and Transportation Committee of the City of London Corporation met on Tuesday, 9 September 2025, to discuss a City Fund highway declaration and a review of public parking provision. City Fund Highway Declaration
The committee was scheduled to discuss a report regarding a City Fund highway declaration at 60 Queen Victoria Street, EC4N 4TR. The City Surveyor sought approval to declare a parcel of airspace, approximately 187.7 sq ft (17.44 sq m), as surplus to highway requirements. This declaration would potentially enable its disposal to support permitted development at the site.
The permitted development, approved on 27 December 2023 (ref: 23/01422/FULMAJ), involves expanding the building's entrance at ground and first floor levels on the south-western corner of the building. The proposed entrance encroaches upon City Fund land. The developer, DWS GRUNDSBESITZ GMBH, requested terms for occupying this land before construction commences.
According to the report pack, the land in question is not public highway and will not impact the public highway. It was acquired by the City in 1957 under the Metropolitan Paving Act 18172 for highway purposes. The City's Public Access Map initially classified the land as a Permissive Path, but this was later confirmed to be an error.
The report pack stated that declaring the land surplus would allow the City Corporation to proceed with its disposal, with the City Surveyor approving the terms under Delegated Authority. The report pack recommended that the committee resolve to declare the parcel of land surplus to highway requirements to facilitate its disposal.
The report pack included appendices with a photo of the relevant entranceway at 60 Queen Victoria Street, EC4N 4TR, and a committee plan. The existing entrance is being extended by 1.34 metres and will feature a glazed perimeter wall with a revolving door projecting outward, approximately 1 metre in radius.
Review of Public Parking Provision at Minories Car Park
The committee was scheduled to discuss a joint report from the City Surveyor and the Executive Director, Environmental, regarding a review of public parking provision at Minories Car Park. This item was listed in the non-public section of the agenda because it involved the likely disclosure of exempt information as defined in Part I of Schedule 12A of the Local Government Act 1972.
