The Licensing Sub Committee considered two applications for new premises licences. The first, for Code at 34 Westferry Circus, was granted with conditions, while the second, for Little LND at 39 Autumn Street, was adjourned for further information.
Code Floors 3 and 4, 34 Westferry Circus, London E14 8RR
The committee considered an application for a new premises licence for Code, located on the third and fourth floors of 34 Westferry Circus. The proposed venue is intended to operate as a restaurant on the fourth floor and a lounge bar and restaurant on the third floor, with operating hours requested until 2:00 AM daily.
Representations were received from Environmental Health, the Licensing Authority, the Metropolitan Police, and residents of the nearby Canary Riverside Estate. Key concerns raised by objectors included potential public nuisance from noise and light pollution, issues with the proposed access and egress via an underground car park, and the suitability of the location for late-night operations. Residents also highlighted the lack of engagement from the applicant and the applicant's company's recent formation.
The applicant's representative, Mr. Frank Fender, addressed these concerns, outlining measures to mitigate noise, manage customer dispersal, and ensure safety. Conditions were agreed with the police and Environmental Health, including a noise limiter and restrictions on the use of the main entrance after 10:30 PM.
After deliberation, the committee decided to grant the licence with a number of conditions attached, including those agreed with the police and Environmental Health, and further conditions relating to the operating hours and management of the premises.
Little LND, Studio 2, Unit 3a, 39 Autumn Street, London, E3 2TT
The committee also considered an application for a new premises licence for Little LND, described as a cultural hub and entertainment venue, at Studio 2, Unit 3a, 39 Autumn Street. The applicant sought to sell alcohol and provide regulated entertainment, including live and recorded music and dance, until 3:00 AM daily, with non-standard hours extending to 5:00 AM on specific occasions.
Representations were received from the Licensing Authority, Environmental Health, the London Legacy Development Corporation (LLDC), and local residents and businesses. Concerns focused on the potential for public nuisance, particularly noise, due to the venue's proximity to residential properties and the proposed late operating hours. The LLDC noted that the proposed hours exceeded the existing planning permission for the site. Residents also raised issues regarding previous noise complaints from the site when it operated as a nightclub, as well as concerns about traffic management, litter, and security.
The applicant's representative, Mr. Robert Sutherland, presented amendments to the application, reducing the proposed hours for alcohol sales and regulated entertainment on Sundays to Thursdays to align with framework hours. He also highlighted the venue's capacity reduction, the traffic management plan, and agreed conditions with the police.
Following extensive discussion and questioning, the committee decided to adjourn the decision on this application to allow for further information to be provided by the applicant. This included clarification on the traffic management plan, specific details on security staffing, and a comprehensive welfare policy. The committee also requested confirmation of planning permissions related to the proposed activities.
Extension of Decision Deadlines
The committee agreed to extend the decision deadlines for several other licensing applications, including those for Broad Books, Perfecto Pizza, Fabwick, The Yard Theatre, and Victoria Park Market, to 30 June 2024. This was to allow for further consideration of the applications.
