The site was historically agricultural in nature, but its most recent use has been for B8 storage purposes1. The site is currently unoccupied. The site consists of a collection of buildings, one of which is a Grade II listed building. The site lies within national Flood Zones 2 and 3, and Strategic flood zone 3a2. The report pack notes that this current application follows a previously refused scheme, ref. PL/22/3562/FA which was refused on three grounds, relating to the schemes impact on the Green Belt, its impact on the Boveney Conservation Area, and its lack of affordable housing provision. The refusal was subsequently appealed by the applicant, and the matter was assessed by the Planning Inspectorate. The Appeal Inspector disagreed with the Council's decision relating to the schemes impact on the Green Belt and Boveney Conservation Area, and also considered that the appropriate level of affordable housing would have been secured via a planning obligation. The Inspector did however, still dismiss the appeal, but only on the grounds that the bat surveys that had been undertaken as part of the application, were subsequently out of date by the time the appeal was being determined.

The report pack includes comments from Dorney Parish Council, who object to the planning application on the grounds of fundamental life-safety concerns arising from confirmed flood risk and the complete absence of safe emergency access. The Parish Council quotes the Environment Agency as saying that the development presents a danger of loss of life for the general public .

The report pack also includes comments from NHS Buckinghamshire, Oxfordshire and Berkshire West ICB, who object to the proposed development unless a developer contribution of £11,327 towards the creation of additional clinical capacity at Burnham HC or an identified primary care estates project in the local area to serve the development is secured through a Section 106 Agreement3.
