The Tower Hamlets Council Appointment Sub-Committee met to interview candidates for the position of Director of Regeneration & Development. The meeting was also scheduled to confirm the minutes of a previous meeting, and to consider whether to exclude the press and public from the meeting due to the confidential nature of the items on the agenda.
Director of Regeneration & Development Interviews
The main item on the agenda was the interviews for the Director of Regeneration & Development. The Appointment Sub-Committee was expected to interview and assess each candidate, and then determine which candidate, if any, should be offered the post.
A report prepared by Penna, the recruitment consultants, with details of the shortlisted candidates was provided.
The Director of Regeneration and Development is responsible for:
- Strategic leadership
- Management
- Delivery of the council's regeneration and housing delivery programmes.
The Director is also expected to:
- Increase the direct build of affordable rented new build homes in the borough.
- Lead the development and implementation of the Regeneration & Housing Strategy.
- Oversee non-housing capital projects.
- Foster partnerships with developers, housing associations, government bodies, and community stakeholders.
- Drive the Employment and Skills programme.
- Ensure compliance with all statutory and regulatory requirements.
- Chair the Asset Management & Capital Delivery Group.
The council's website 1, Penna Exec Search, the Municipal Journal, Guardian Jobs, Inside Housing and social media were all used to advertise the position.
Exclusion of Press and Public
The committee was expected to consider a motion to exclude the press and public from the meeting. The reason for this was that the agenda contained exempt information, as defined in the Local Government Act 1972. Specifically, the information was expected to relate to the identity and financial or business affairs of particular individuals.
Declarations of Interest
Councillors were expected to declare any interests that they had in the matters being discussed, including any disclosable pecuniary interests (DPIs) 2.
The Public Reports Pack included a note from the Interim Monitoring Officer, Linda Walker, providing guidance on declarations of interest. It stated that members with a DPI must not seek to improperly influence the decision, must declare the nature of the interest and leave the meeting room during the consideration and decision on the item, unless exercising their right to address the Committee.
Minutes of Previous Meetings
The committee was scheduled to confirm the minutes of the previous meeting held on 19 August 2025. This included both the unrestricted and exempt minutes.
