The Shareholder Committee of Westminster Council was scheduled to meet on 26 September 2025 to discuss the adoption of an updated business plan for the Church Street Regeneration LLP, and to approve the minutes from their previous meeting.
Church Street Regeneration LLP Business Plan
The committee was scheduled to consider the adoption of the updated business plan for the Church Street Regeneration LLP1, dated June 2025. The Church Street Regeneration LLP is a joint venture partnership between Westminster Council and Mount Anvil New Holdings Limited (Mount Anvil
) that was set up to develop the next phase of the Church Street Masterplan2, known as Church Street Site A
near Edgware Road.
The plans for Site A include the delivery of 430 new homes, of which 215 are to be affordable homes, as well as a new library, enhanced landscaping, commercial units and market storage. According to the report pack, since the exchange of contracts in May 2024, demolition of existing buildings has commenced, and further design optimisations have been approved through planning amendments. The site is progressing towards finishing demolition and starting main construction works.
The report pack notes that the council, as a member of the LLP, needs to approve any updates to the business plan. The Shareholder Committee, in its role as a member of the Joint Venture LLP, was asked to approve the updates to the current business plan. If the Shareholder Committee approved the business plan, the updated business plan would form part of the legal agreements and baseline for the Joint Venture to deliver Church Street Site A.
The report pack notes that there have been several changes to the Church Street Site A scheme since the initial business plan was approved in May 2024, including a reduced private sale GDV (Gross Development Value) reflecting the market conditions, and design optimisations. The report pack states that:
Changes to the scheme have been reflected within the previously adopted Joint Venture Business Plan in February 2025. This Business Plan was taken to Shareholder Committee in January 2025. The Joint Venture is now looking to adopt the updated Business Plan from June 2025 (Appendix 1).
The report pack recommended that the Shareholder Committee approve the adoption of the updated business plan, prior to approval by the Joint Venture in October 2025.
Minutes
The committee was also scheduled to approve the minutes of the meeting held on 17 July 2025. At that meeting, the committee:
- Heard an update from Neil Tryner and Elizabeth Roberts-Mills on Westminster Community Homes end of year 2024/25 performance.
- Nominated Councillor Judith Southern to the vacant Board position at Westminster Community Homes, following the resignation of Councillor Iman Less.
- Heard an update from James Green, Zohaib Nizami and Georgina Nash on Westminster Builds end of year 2024/25 performance.
- Heard an update from Ian Farrow, Christos Pishias and Lyndsey Gamble on Westco end of year 2024/25 performance in a private session.
