Church Street Regeneration LLP - Business Plan Adoption

The committee was scheduled to consider the adoption of the updated Business Plan for the Church Street Regeneration LLP, dated June 2025. This plan is intended to be approved by the Joint Venture in October 2025. The Church Street Regeneration LLP is a joint venture partnership established to develop Church Street Site A as part of the wider Church Street Masterplan. The development at Site A is planned to include 430 new homes, with 215 designated as affordable homes, alongside a new library, enhanced landscaping, and commercial units.

The report pack indicates that since the initial business plan was approved in May 2024, there have been changes to the Church Street Site A scheme. These include a reduced Gross Development Value (GDV) for private sales, reflecting current market conditions, and design optimisations. These modifications were incorporated into the Joint Venture Business Plan adopted in February 2025, and the current agenda item concerns the adoption of a further updated plan from June 2025. The council's role as a member of the LLP requires it to approve any updates to the Business Plan. The recommendation was for the Shareholder Committee to approve the adoption of the updated Business Plan dated June 2025, prior to its approval by the Joint Venture.
