Local Government Reorganisation
A report from the Cabinet was scheduled for discussion, recommending the approval of the proposal titled 'Close Enough to be Local, Big Enough to Stay Strong' for submission to the government. This proposal outlines a preferred option for local government reorganisation (LGR) across Hampshire and the Isle of Wight, aiming to establish a five-unitary council structure. The recommended option for Rushmoor is to form a unitary council with Hart and Basingstoke & Deane councils. The report detailed how this model aims to drive economic growth, deliver high-quality public services, achieve financial sustainability, and support devolution arrangements. The proposal also included a request for boundary modifications to one of the proposed options. The report highlighted the extensive consultation undertaken with residents, businesses, and partners, noting that while there was support for the North Hampshire option, concerns were raised about the size of larger authorities and the impact on local decision-making. The Overview and Scrutiny Committee had raised concerns about the detail of financial information and the potential loss of local connection with proposed changes in councillor representation.
Community Governance Review Update and Next Steps
The council was to receive an update on the Community Governance Review (CGR), which had completed its first round of consultation. The report indicated that this consultation showed some support for an additional tier of community governance in Rushmoor, particularly in Aldershot and Farnborough. The recommendation was to proceed to a second stage of consultation to gather more specific views on proposals, including the potential establishment of Aldershot Parish Council and Farnborough Parish Council, or smaller parishes, or neighbourhood area committees. Residents would be consulted on potential council tax precepts and the services and assets these new bodies might manage. The report noted that younger people and the Nepali community were under-represented in the initial consultation.
Constitution Update - Standing Orders for the Regulation of Business
Proposed amendments to the Council's Constitution, specifically the Standing Orders for the Regulation of Business, were scheduled for consideration. These revisions included the addition of a new scheme for public questions, establishing a 15-minute slot for this agenda item, and detailing the procedure for submitting and recording such questions. Additionally, the proposed changes involved splitting the functions of the Corporate Governance, Audit and Standards Committee into two new committees: an Audit and Governance Committee and a Licensing and Corporate Business Committee.
Appointments 2025/26
The council was scheduled to consider changes to committee appointments for the 2025/26 period, following adjustments to the political balance on the council. The recommendation was to approve these changes to ensure political balance across the various committees.
Extension to Designations of Head of Paid Service and Monitoring Officer
A report from the Corporate Governance, Audit and Standards Committee was to be presented, recommending extensions to the designations of the statutory posts of Head of Paid Service and Monitoring Officer. Specifically, it was proposed to extend the appointment of Ian Harrison as Interim Managing Director and Head of Paid Service until the Annual Council Meeting in May 2026, or until alternative arrangements were agreed. The post of Corporate Manager – Legal Services was recommended to continue its designation as the Council's Monitoring Officer. This extension was deemed necessary to allow for the completion of work on the management structure review and to ensure cover for the 2026 elections.
