Summary

The Licensing Sub Committee convened to discuss a temporary event notice (TEN) for 41 Braithwaite Street and an application for a new premises licence for Vittoria Wharf Studio. The committee refused the TEN application due to concerns about public safety and nuisance, and deferred the decision on the premises licence for Vittoria Wharf Studio.

Temporary Event Notice Application for 41 Braithwaite Street

The Licensing Sub Committee considered a temporary event notice application for 41 Braithwaite Street, London E1 6JU. The applicant, Mr. Daniel Gentely, sought permission to hold an event to promote music artists for regulated entertainment for up to 499 people on 4 October 2025, from 13:00 to 19:30. The application also requested the closure of the tunnel under the bridge during the event.

Objections to the TEN were received from Environmental Protection and the Metropolitan Police, citing concerns about:

  • Public nuisance due to noise breakout
  • Public safety
  • Crime and disorder

Anwar O'Leary, Environmental Protection Noise Officer, highlighted that the premises are within the Brick Lane cumulative impact zone1 and raised concerns about noise, public safety and crowd management, referencing a similar event on 14 August 2025, where over 200 people blocked access through the tunnel, requiring police intervention.

We are particularly worried about noise breakouts from the venue and tunnel. Previous issues with crowd control and the absence of a noise management plan. The premises are also very close to noise-sensitive residential and commercial properties.

Rob Parkinson from the Tower Hamlets Central East Police licensing team, representing his colleague Jamie Stanley, echoed these concerns, stating that the police did not support the TEN due to the potential for crime, disorder, public safety issues and public nuisance. He noted the location had been host to unlicensed music events where drug use and antisocial behaviour had occurred. He also raised concerns about the lack of a security plan and how the applicant intended to control the number of attendees.

Councillor Peter Golds, Chair of Licensing Committee, noted that no application had been made to block off the highway.

Ultimately, the committee refused the temporary event notice application.

Application for a New Premises Licence for Vittoria Wharf Studio

The Licensing Sub Committee considered an application for a new premises licence for Vittoria Wharf Studio, located at 10 Stour Road, London E3 2NT. The applicant, Vittoria's Secret Limited, sought to extend the existing licence to include:

  • The sale by retail of alcohol on Fridays and Saturdays from 11:00 to 03:00 the following day.
  • The provision of regulated entertainment (indoors, recorded music) on Fridays and Saturdays from 23:00 to 03:00 the following day.
  • Opening hours on Fridays and Saturdays from 11:00 to 03:30 the following day.

The application faced objections from Environmental Protection and several local residents, primarily concerning the prevention of public nuisance. Concerns were raised about noise levels, disturbance to residents during late hours, and the lack of detail in the application regarding noise management and dispersal plans. Supporters of the application argued that the venue was well-managed and contributed positively to the community.

The committee deferred making a decision on the application.

  1. A cumulative impact zone (CIZ) is an area where the concentration of licensed premises is believed to be having a negative impact on the local community. In these zones, it is more difficult to obtain a new licence or extend the hours of an existing one.
