The Licensing (2003 Act) Sub-Committee was scheduled to convene to consider a variation to a premises licence, and to confirm the procedure for the meeting. Councillors were also expected to declare any relevant interests at the start of the meeting, in accordance with the Members' Code of Conduct.
Variation to Premises Licence Application for 255 Plaistow Road
The Sub-Committee was scheduled to consider a variation application for a premises licence at 255 Plaistow Road, London E15 3EU, submitted by UZKAR LIMITED.
The applicant, Mr Kemal Uzkar, requested:
- To extend the hours of sale of alcohol to 07:00-00:00, seven days a week.
- To remove condition 24, which states:
No single cans or bottles of beer, lager, stout or cider shall be sold at the premises.
- To amend condition 25, changing the minimum bottle size for spirits from 35cl to 20cl.
The Committee Report 255 Plaistow Road E13 noted that the premises previously held a premises licence since 2021, which was transferred in July 2025. The Designated Premises Supervisor1 (DPS) has been Mr Kemal Uzkar since 2021.
The premises received a warning letter on 2 July 2025 for selling alcohol after permitted hours.
Two representations were received regarding the application:
- Resident #1, who lives in Maud Gardens (E13), objected to the application, citing concerns about noise from customers and activities around the shop, particularly late at night. They stated that the noise persists until around 1:30 AM, affecting the quality of life for nearby residents.
- Resident #2 objected to the store being given a licence to extend the hours of the sale of alcohol to 24 hours, believing that it could lead to public disorder and nuisance to people living in the vicinity.
The Committee Report 255 Plaistow Road E13 included a plan of the premises and a map of the area.

The agenda also included an item to confirm the procedure for the meeting.

A Designated Premises Supervisor (DPS) is a person who has been nominated by the premises licence holder and approved by the local licensing authority. They are responsible for authorising the sale of alcohol. ↩
