The Portfolio Holder Decision Meeting of Harrow Council, held on Friday 19 September 2025, made urgent decisions to ensure the continuity of community equipment services for residents. Councillor Paul Osborn, Leader of the Council, authorised officers to enter into contract arrangements with Provide Care Solutions Ltd and, if necessary, with other providers to maintain this essential service.

Provision of Community Equipment

The meeting resolved to delegate authority to the Strategic Director of Adults and Public Health to enter into contract arrangements with Provide Care Solutions Ltd for the provision of community equipment services. This decision was made due to the urgent need to ensure continuity of service following the compulsory liquidation of the previous provider, NRS Healthcare, on 31st July 2025. The council, along with seven other London boroughs, had been in negotiations with Essex Cares Ltd, but this arrangement could not proceed.

The report highlighted that approximately 1,500 pieces of community equipment are ordered monthly in Harrow to support health and social care services. The absence of a primary community equipment provider necessitated immediate action to prevent disruption. The decision also included a provision to authorise the Strategic Director to enter into arrangements with other providers if a commercial agreement could not be reached with Provide Care Solutions Ltd. This ensures that the council can fulfil its statutory duties under the Care Act 2014 and the Children & Families Act 2014, which mandate the provision of disability aids and community equipment to meet assessed needs.

The urgency of the decision was underscored by the fact that the council was relying on contingency arrangements for urgent and critical cases. The report noted that Provide Care Solutions Ltd, a subsidiary of Provide CIC, has indicated its ability to scale up services at short notice. The decision was made under Schedule 5 of the Procurement Act 2023, citing extreme and unavoidable urgency due to unforeseeable events outside the council's control, preventing a competitive tendering procedure.

Councillor Paul Osborn, Leader of the Council, and the Managing Director expressed their appreciation to the Strategic Director of Adults and Public Health and their team for their efforts in addressing this critical situation. The meeting, which commenced at 11:33 am, concluded at 11:39 am.
