The Haringey Council Planning Sub Committee scheduled a meeting to discuss planning applications, major developments, and decisions made under delegated powers. The meeting was scheduled to take place on Thursday, 9th October, 2025, at George Meehan House. Councillors Emine Ibrahim and Alexandra Worrell were expected to attend, in their roles as Chair of Alexandra Palace and Park Board, and Chair of the Housing, Planning and Development Scrutiny Panel, respectively.
Planning Applications
The committee was scheduled to discuss two planning applications:
Newstead, Denewood Road, Hornsey
A report in the Public reports pack outlined a proposal from ACO Development Ltd for the erection of three buildings at Newstead, Denewood Road, Hornsey, London, N6 4AL. The plan included the provision of 11 residential dwellings, amenity space, greening, cycle parking, and associated works.
The report noted that the site already had planning permission for 13 residential units under planning permission HGY/2018/3205, and that the proposed development would bring a vacant brownfield site back into use with a high-quality housing scheme.
The proposed development consisted of three terraces:
- Terrace A: Located at the front of the site, comprising 3 dwellings.
- Terrace B: Located to the north of the site, consisting of 4 dwellings.
- Terrace C: Located in the north-eastern corner of the site, consisting of 4 dwellings.
A car park area and communal bike store would be located to the east of Terrace B. A communal amenity space for residents was proposed between terrace A and B, with a rainwater garden and play facilities on the southern part of the site.
The Public reports pack noted that the planning application had been amended since its initial submission in August 2024, including changes to the position of Terrace C, adjustments to the parking layout, introduction of a pedestrian pathway, relocation of vehicular gates, and amendments to the front boundary wall design.
The report stated that the proposal was presented to Haringey's Quality Review Panel (QRP) on 6 March 2024, and that the QRP welcomed the proposals, noting that they made significant improvements to the extant permission. The QRP's report is available as an appendix.
The report also summarised representations from neighbours, including concerns about the density of development, impact on the conservation area, standard of accommodation, parking, transport, highways, waste and recycling, residential amenity, environment, public health, trees and biodiversity.
The report stated that a financial viability assessment had been submitted by the applicant, and reviewed by BNP Paribas Real Estate, and that the applicant had offered an off-site contribution of £1,694,597 towards affordable housing.
The report stated that the proposed development would result in less than substantial harm to the Highgate Conservation Area, but that this harm was outweighed by the public benefits of the proposal.
The report recommended that the committee resolve to grant planning permission, subject to conditions and the signing of a section 106 legal agreement.
312 High Road N15
The Planning Sub Committee was also scheduled to discuss a planning application HGY/2024/3386 for 312 High Road N15. The proposal was for a change of use from a former educational facility to short term emergency accommodation, including a roof extension and two new single storey buildings to the rear, as well as a new commercial unit on part of the ground floor level.
The Public reports pack stated that the proposed development would provide specialist accommodation for single homeless people, and improve the quality and appearance of the site. It also stated that the proposed facility would provide an appropriate standard of accommodation, and that the impact on nearby residential amenity was considered acceptable.
The report noted that the site was located within the Tottenham High Road Historic Corridor/Tottenham Green Conservation Area, and that the proposed development would enhance and preserve the character of the conservation area and the significance of nearby listed buildings.
The report also summarised representations from local groups and neighbours, including concerns about the loss of community spaces, the design of the proposed extension, parking and traffic, and noise and disturbance.
The report stated that the applicant would continue to work with Metropolitan Police Designing Out Crime officers to ensure that the premises were appropriately safe and secure.
The report recommended that the committee authorise the Head of Development Management or the Director of Planning and Building Standards to grant planning permission, subject to conditions and the completion of a section 106 agreement.
Other Matters
The committee was also scheduled to:
- Receive an update on major proposals in the pipeline.
- Receive notification of applications determined under delegated powers.
- Note the date of the next meeting as 6th November.
