The South of the Borough Neighbourhood Committee agreed to allocate £3,000 each to Namaste Kingston CIC for a Diwali celebration and to Kingston Giving for its Catalyst Grants programme. Councillors also approved proposals for speed reduction measures on Bridge Road and Moor Lane, subject to statutory consultation.
Speed Reduction Measures
The committee approved proposals to improve compliance with the 20mph speed limit on Bridge Road and Moor Lane, following a review of traffic data.
The review, detailed in the report Prioritised Intervention - Speed Reduction in the Neighbourhood
, analysed data from 40 roads across the borough and found that while average speeds had decreased since the implementation of the 20mph zone, only 22.5% of roads were compliant with the limit. In the South of the Borough Neighbourhood, Bridge Road recorded an average speed of 25.2mph and Moor Lane 24.6mph.
To address this, the committee approved the following, subject to any required statutory consultation:
- Bridge Road: A raised table is proposed at the existing uncontrolled pedestrian crossing near the junction with Parbury Rise.
- Moor Lane: A raised table is proposed near the borough boundary with Epsom and Ewell Borough.
The report noted that a separate traffic calming scheme is proposed for Jubilee Way, and that Cox Lane will be considered for improvement as part of a wider Chessington North traffic study.
The committee also noted that Speed Indicator Devices (SIDs) will be installed in locations set out in Table 3 of Annex 2 of the report.
The council's stated aims for the 20mph schemes include:
- Improving road safety
- Encouraging active travel
- Improving air quality and the environment
- Enhancing community well-being
Collision data provided by TfL showed that collisions have fallen by approximately 18% since the introduction of the borough wide 20mph speed limit. Air quality data also showed improvements at all locations, although the report noted that it was difficult to be conclusive as to any impact due to other external factors changing such as ULEZ expansion.
Community Grant Applications
The committee approved two applications for Neighbourhood Community Grants (NCGs):
- Namaste Kingston CIC: £3,000 was granted to support a community event at Chessington School to celebrate the Festival of Diwali1, the Festival of Light, on 11 October 2025. Namaste Kingston CIC is a community interest company dedicated to enriching the lives of multicultural communities in Kingston and neighbouring boroughs through the organisation of various social and cultural activities.
- Kingston Giving: £3,000 was granted to support its Catalyst Grants programme. Kingston Giving, formerly known as Kingston Charitable Foundation, is a registered charity that aims to develop a resilient community across Kingston where everyone has the opportunity to thrive. The funding will support grants of between £150 - £300 aimed at supporting the mental health and wellbeing of residents in the South of the Borough.
The report on the Community Grant applications noted that there was £11,285 remaining in the South of the Borough NCG fund, and that should these applications be approved in full, £5,285 will remain for future allocation.
Local Implementation Plan (LIP) Programme 2026/27
The committee commented on the schemes proposed for inclusion in the second year of the three-year 2025-28 Local Implementation Plan (LIP) funding bid submission to Transport for London (TfL). The schemes in the relevant Neighbourhood are listed in Annex 1 of the report.
The LIP outlines the borough's strategic transport policy and how each scheme submitted will support the Mayor's Transport Strategy (MTS) goals2.
The committee noted that any adjustments and prioritisation required to the proposed schemes, should funding levels be reduced by Transport for London, will be delegated to the Director Highways, Transport and Regulatory Services, in consultation with the relevant Portfolio Holder.
The report noted that TfL have indicated a total allocation of £859,000 for Kingston's core LIP schemes.
