The Bradford District Licensing Panel met to discuss an application for a variation of a premises licence for the Black Bull pub. The panel approved the application, subject to conditions regarding external speakers and consumption of drinks in outside areas.
Black Bull, 7 Green End, Bradford, BD14 6BA - Application for Variation of Premises Licence
The panel considered an application for a variation of a premises licence for the Black Bull pub at 7 Green End, Bradford, BD14 6BA. The applicant, The Craft Union Pub Co Ltd, sought to extend permitted hours on Fridays and Saturdays for the sale of alcohol and provision of regulated entertainment1, the addition of late-night refreshment on Fridays and Saturdays, the addition of non-standard timings, and the removal and replacement of existing conditions.
The current licence permits the supply of alcohol and regulated entertainment indoors until 23:00 Sunday to Thursday and until 00:00 Friday and Saturday. The application requested an extension of these hours until 01:00 on Fridays and Saturdays, with late-night refreshment from 23:00 to 01:00 on those days. The application also included a request for one additional hour on Fridays, Saturdays, and Sundays preceding a bank holiday Monday, Maundy Thursday, Halloween, St Patrick's Day, Christmas Eve, Christmas Day, and Boxing Day, as well as to preserve existing permitted hours on the morning that British Summertime commences, and from the end of permitted hours on New Year's Eve to the start of permitted hours on the following day.
To address the licensing objectives2, the applicant proposed several steps, including:
- Installing and maintaining CCTV systems.
- Employing door supervisors based on risk assessment.
- Maintaining an incident log and refusals register.
- Monitoring outside areas and preventing patrons from leaving with open containers of drinks.
- Operating a Challenge 25 policy3.
- Staff training on responsible alcohol service and conflict management.
A representation was received from Clayton Parish Council, raising concerns about late-night noise and disturbance, anti-social behaviour, criminal activity, increased traffic, and potential misuse of illegal substances.
The panel resolved to grant the application for variation subject to the following conditions:
- No use of external speakers after 21:30.
- Patrons are not permitted to consume any drinks in the outside areas after 23:30.
The reason given for these conditions was to minimise noise disturbance to nearby residents, in line with the prevention of public nuisance objective.
