Following an urgent delegated decision being taken by an authorised officer, details of that delegated decision taken will be reported to the next available Community Committee meeting for Members' information. d. Given the urgent nature for delegated decisions, responses from committee Members will be sought within 5 working days.

Funding Approvals

The committee approved a number of Wellbeing Fund and Youth Activities Fund grant applications:

  • Great Get Together: £300 for Leeds City Council (LCC) in Horsforth.
  • Prince Philip Centre PHAB Club Staffing & Entertainment: £254.48 for the Prince Philip Centre PHAB Club in Horsforth and £127.21 in Weetwood.
  • Kirkstall Festival 2025: £1,000 for Kirkstall Village Community Association in Horsforth.
  • Community Engagement: £500 for LCC Communities Team, allocated as £125 per ward.
  • CCTV Horsforth: £5,000 for LCC Leedswatch in Horsforth.
  • CCTV Otley & Yeadon: £8,000 for LCC Leedswatch in Otley & Yeadon.
  • Guiseley & Rawdon Defibrillator Project: £500 for LCC Communities Team in Guiseley & Rawdon.
  • Youth Summit 2025/26: £2,000 (£500 per ward) for LCC Communities Team across all wards.

  • Red Flags Interactive Theatre Workshops: £3,000 (YAF) for Soundproof Box CIC across all four wards, with a request to offer the workshops to primary schools.

Funding Decisions Deferred

The committee deferred decisions on the following projects, pending further information:

  • Guiseley Clock 2025: £726.98 for LCC Communities Team in Guiseley & Rawdon.
  • Micklefield Park Bowling Green Pavillion Toilets upgrade: £9,000 (Wellbeing) for Rawdon Park Bowling Club in Rawdon & Guiseley.

New Funding Applications

The committee was asked to consider several new grant applications.

  • Greening Meanwood Junction: Meanwood Valley Partnership requested £2,232.50 for the installation of eight planters and two seats at the junctions of Green Road, Stonegate Road, Meanwood Road and Stainbeck Avenue.
  • Otley & Yeadon Playground Projects 2025/26: LCC Communities requested £46,656.48 for playground renovation, upgrades and creation in Otley and Yeadon. This was split into £16,656.48 capital and £30,000 wellbeing.
  • Guiseley Xmas Lights Switch on event & Xmas Tree at Towngate: Guiseley Christmas Lights requested £1,416.00 to fund technicians for the Christmas lights switch-on event and a Christmas tree at Towngate, Guiseley.
  • Poetry workshops: Headingley Network LitFest requested £700.00 for poetry workshops to engage children and young people in an introduction to a range of forms of poetry.
  • Meanwood Lights Switch On: Meanwood Valley Partnership requested £850.00 for the road closure at the Meanwood Lights switch-on event.

King's Award for Voluntary Service (KAVS)

Sue Barker, MBE Deputy Lieutenant for West Yorkshire, gave a presentation on the King's Award for Voluntary Service (KAVS) and to identify potential groups who might qualify. The committee was asked to note the discussion and content of the Deputy Lieutenant Cover Report.
