The East & South Buckinghamshire Area Planning Committee met on 14 October 2025, and made decisions on two planning applications. Councillors voted to refuse an outline application for the demolition of existing structures and erection of up to 18 dwellings and associated infrastructure and landscaping at Lambscroft Nursery, and to approve an application for the erection of a new dwelling and detached garage to the side of an existing property called Wings.
Lambscroft Nursery Planning Application
Councillors voted to refuse planning application PL/25/0862/OA for an outline application for demolition of existing structures and erection of up to 18 dwellings and associated infrastructure and landscaping at Lambscroft Nursery, Narcot Lane, Chalfont St Giles, HP8 4DU, contrary to the officer's recommendation.
The reasons given for the refusal were that the development:
- was not within a sustainable location and therefore there was conflict with paragraph 155c of the National Planning Policy Framework (NPPF) which refers, in turn, to paragraph 115 and was therefore inappropriate development in the Green Belt.
- did not meet the Golden Rules within paragraph 156 of the NPPF, specifically sub-paragraph b) in terms of necessary improvements to the local infrastructure, and sub-paragraph c) with regards to the green space provision.
Councillor Carl Jackson and Councillor Simon Rouse spoke as ward members, and Councillor D Bray spoke on behalf of Chalfont St Giles Parish Council. Ms C Curtis spoke in objection to the application, and Mr M Plotnek spoke on behalf of the applicant.
Wings Planning Application
Councillors voted to approve planning application PL/25/1745/FA for the erection of a new dwelling and detached garage to the side of Wings, Penn Road, Knotty Green, HP9 2TS, in line with the officer's recommendation.
Officers updated Members that the applicant had agreed to include the phrase self-build
in the description.
Mr M Longworth and Mr J Jefferies spoke on behalf of the applicant.
Councillor Jonathan Waters declared that he was a Ward Member and had called in the application to Committee. He stated he would speak as a member of the committee and that he had come to the meeting with an open mind and without any prejudice.
