Summary

The FULL COUNCIL of the Isles of Scilly was scheduled to meet on 14 October 2025 to discuss a range of issues, including health and wellbeing, children's services, adult social care, planning, and the local economy.

The report pack included reports requiring decisions and reports for information only.

Health and Wellbeing Boards

The FULL COUNCIL was scheduled to consider the revised terms of reference for both the Isles of Scilly Health and Wellbeing Board, and the Cornwall Health and Wellbeing Board and Cornwall and Isles of Scilly Integrated Care Partnership.

The proposed changes to the Isles of Scilly Health and Wellbeing Board included the removal of the Integrated Care Board (ICB) Non Executive Director, and the replacement of the ICB Chief Medical Officer with the Medical Director for Neighbourhood Development. The report pack stated that the new post of Medical Director for Neighbourhood Development would:

work jointly with the ICB Place Director for the West of Cornwall. It is the view of the ICB that they together will bring a true appreciation of and commitment to the needs of islanders and working together will enhance resilience and continuity on the Board. They will also be strong advocates for the Isles of Scilly in the new ICB cluster arrangements.

The Leader of Cornwall Council had also altered his appointments to the Committee in Common. The report pack stated that the terms of reference had been altered to ensure that similar future changes could be made without FULL COUNCIL approval.

Lead Member for Children

FULL COUNCIL was asked to appoint a Lead Member for Children, following the resignation of Councillor Mrs Fran Grottick from the role. The report pack noted that the Lead Member for Children is also a member of the Health and Wellbeing Board, and is the appointed member for the Cornwall Council Health and Wellbeing Board and Cornwall and Isles of Scilly Integrated Care Partnership Committee in Common.

Director of Children's and Adult Services

FULL COUNCIL was scheduled to consider a report on the recruitment and selection process for the post of Director of Children's and Adult Services. The report pack noted that in March 2024, the council decided to have separate interim Directors of Children's Services and Adult Services for 18 months. The Chief Executive, the Interim Director of Children's and Adult Services, and the Council's Department of Education Improvement advisor had reviewed the arrangements and recommended reverting to a combined role. FULL COUNCIL was asked to approve the decision to revert back to the substantive structure of having a single Director of Children's and Adult Services, and to appoint a panel to undertake the selection process.

Adult Social Care Inspection

FULL COUNCIL was scheduled to note the findings of the inspection report of Adult Social Services by the Care Quality Commission (CQC) from 19 September 2025. The report pack noted that the overall rating for the Isles of Scilly was Good with a total score of 70. It also noted the following strengths:

  • No waits for assessments, reviews and care services
  • Lots of support for people to live healthier lives
  • Partnerships were effective
  • Safeguarding was well-organised
  • Staff felt supported and had good relationships with senior leaders

The report pack also noted areas for development, including a specific joint needs assessment and Health and a Health and Wellbeing Strategy for Isles of Scilly.

Annual Monitoring Report

FULL COUNCIL was scheduled to discuss the Local Planning Authority's Annual Monitoring Report (AMR18) 2024-25. The report pack outlined progress on housing delivery, infrastructure, heritage, and environmental matters. It noted that as of March 2025, 58 local need homes had been approved, with 29 granted in the last financial year. It also identified ongoing trends in windfall housing, tourism accommodation, and domestic extensions, and noted that these trends would inform the Local Plan Review.

The report pack stated that during the 2024–25 monitoring period, the Planning Service received and validated 103 applications, generating £57,444 in planning fee income — a 96% increase from the previous year. The delegation rate rose to 85%, with an approval rate of 86%.

Enforcement Plan 2025

FULL COUNCIL was scheduled to consider the responses from the public consultation and approve amendments made to the Enforcement Plan, and to adopt the Enforcement Plan. The report pack noted that new powers introduced under the Levelling-up and Regeneration Act 2023 had strengthened enforcement tools available to local planning authorities, including extended time limits for enforcement action, Enforcement Warning Notices, Temporary Stop Notices for unauthorised works to listed buildings, and unlimited fines for breaches of condition notices.

Local Flood Risk Management Strategy 2025-2031

FULL COUNCIL was scheduled to approve the draft Local Flood Risk Management Strategy (LFRMS) and to give delegated authority to the Strategic Director Place, Economy and Environment to update the Action Plan throughout the lifetime of the LFRMS, in consultation with the Lead Member for Environment, Environment Services and Climate Change.

The report pack noted that the draft LFRMS sets out how the Council will undertake its flood risk management responsibilities over the next 6 years, focusing on the risks of flooding from surface water, ground water and the sea, clarification of which Authority is responsible for what in relation to the management of local flood risk, and the defined role of the Council of the Isles of Scilly as Lead Local Flood Authority.

Isles of Scilly Economic Strategy review process

FULL COUNCIL was scheduled to approve the key themes for a future Economic Strategy (2025-30) and identify further themes and areas for inclusion in the Strategy. The report pack noted that the Islands' economic strategy would be a key reference point for key stakeholders as well as a basis for future funding applications, and that the timing of the review coincided with a review of the Corporate Plan and Local Plan enabling the alignment of these key strategic documents.

The report pack summarised the opportunities and challenges for economic growth on the Isles of Scilly. Opportunities:
