The upcoming Full Council meeting is set to address a variety of topics, including community safety, the members' allowance scheme, and the annual review of overview and scrutiny. Councillors will also discuss committee appointments, the Lancashire County Pension Fund, and the council's meeting schedule for 2026/27.
Lancashire Community Safety Agreement 2025-2028
The Full Council will be asked to approve the Lancashire Community Safety Agreement 2025-2028, a strategic agreement outlining how responsible authorities will collaborate to address key community safety issues and reduce crime and disorder. This agreement is based on the Lancashire Strategic Assessment 2025-2028, which identifies significant crime and anti-social behaviour threats across Lancashire. The key issues identified are:
- Domestic abuse
- Violence against women and girls
- Serious violence (including gun and gang crime, and knife crime)
- Exploitation (criminal and sexual)
- Organised crime
- Road safety
- Anti-social behaviour
- Cyber crime
The agreement also recognises the importance of addressing health and wellbeing issues, such as childhood experiences, education, unemployment, healthcare, housing, and income, as factors influencing community safety. The Lancashire Strategic Assessment 2025-2028 notes that a public health and trauma informed approach is required to tackle these issues.
The report pack states that the Lancashire Community Safety Partnership Board approved the Lancashire Community Safety Agreement 2025 - 2028 at its meeting on 7 July 2025.
Members' Allowance Scheme 2025/26
The Full Council will consider the recommendations of the Independent Remuneration Panel regarding the Members' Allowance Scheme 2025/26. These recommendations include:
- Increasing the basic members' allowance by 3.2% to £14,759, in line with the staff pay award.
- Increasing Special Responsibility Allowances (SRAs) based on the increased basic allowance.
- Increasing the Chairman and Vice-Chairman allowances and the Dependents' Carers' Allowance by 3.2%.
- Paying an SRA of £1,000 per member of each opposition group, as a group allowance, to be distributed as decided by each opposition group and to be reviewed annually.
- Replacing references to
the Cabinet Member with responsibility for Members Allowances
withthe Monitoring Officer
in respect of approval of travelling allowances and travel by public transport and private vehicles. - Requiring receipts/tickets for Dependents' Carers' Allowances and travelling allowances at the point when an allowance is claimed.
- Amending the wording in relation to first class travel to state that standard class travel is the default, although first class travel is permitted where it offers better value for money or is the only viable option for essential council business.
The report pack notes that increasing members' allowances as recommended by the Panel would increase the total cost of members' allowances by £0.092m.
Overview and Scrutiny Annual Report 2024-25
The Full Council will review and comment on the Overview and Scrutiny Annual Report 2024-25. The report summarises the activities of the scrutiny committees during 2024/25, including their findings, impacts, and contributions to corporate priorities. The report pack notes that the government's statutory guidance highlights the importance of communicating scrutiny's role and purpose to the wider authority, maintaining the interest of Full Council in the work of the scrutiny committee, and communicating scrutiny's role to the public.
Committee Appointments
The Full Council will be asked to approve the following committee appointments:
- County Councillor Joel Tetlow as Chair of the Pension Fund Committee, replacing County Councillor David Shaw.
- County Councillors David Shaw and Andy Blake as the Chair and Deputy Chair, respectively, of the Budget and Finance Scrutiny Committee.
Lancashire County Pension Fund Annual Report
The Full Council will note the Lancashire County Pension Fund Annual Report Year Ending 31 March 2025. The report summarises key elements of the draft 2024/25 Pension Fund Annual Report approved by the Pension Fund Committee on 19 September 2025. The report pack notes that the Fund has achieved a return on investments of 3.3%, with the overall value of assets rising to £12bn.
Contract Extension - Independent Chair of the Lancashire Local Pension Board
The Full Council will be asked to approve the extension to the term of the current Independent Chair of the Lancashire Local Pension Board, Ms Fiona Miller, by 2 years, to 31 October 2027. The report pack notes that Ms Miller previously held the role of Head of Pensions and Finance at Cumbria County Council (2010-2017) and, during her initial tenure as Independent Chair, has evidenced strong understanding of governance and administration issues facing the Local Government Pension Scheme1 (LGPS).
Lancashire County Council Timetable of Meetings 2026/27
The Full Council will be asked to approve the Lancashire County Council Timetable of Meetings 2026/27 for Full Council, Cabinet and Committee meetings for the period 1 June 2026 to 31 May 2027.

- A report of the Urgency Committee, setting out details of the decision taken by the Chief Executive, under the county council's urgent business procedure on behalf of the Urgency Committee.
- A report of the Audit, Risk and Governance Committee from its meeting held on 21 July 2025.
- A report of the Employment Committee from its meetings held on 15 July 2025 and 30 September 2025.
- A report of the Pension Fund Committee from its meeting held on 19 September 2025.
- A report of the Overview and Scrutiny Committees, summarising the most recent cycle of meetings.
- A report of the Lancashire Health and Wellbeing Board from its meeting held on 15 July 2025.
- A report of the Lancashire Combined Fire Authority.
- Consideration of Notices of Motion submitted under Standing Order B37, including motions on educational attainment among disadvantaged pupils, fracking, Net Zero targets, and inclusivity and fairness.
- Public Question Time, where members of the public can submit questions.
- Question Time, where councillors can submit questions to Cabinet Members.
