The Licensing Sub Committee of Cardiff Council met on Wednesday 15 October 2025 to consider an application for a betting premises licence. The committee was also scheduled to discuss any urgent items.
Application for a Betting Premises Licence - BoyleSports, Countisbury Avenue
The Sub-Committee was scheduled to consider an application from BoyleSports (UK) Limited for a betting premises licence for BoyleSports, 30 Countisbury Avenue, Llanrumney, Cardiff, CF3 5SJ.
A site map and plan of the premises were included as Appendix A in the Public reports pack 15th-Oct-2025 10.00 Licensing Sub Committee. A copy of the risk assessment submitted with the application was scheduled to be circulated to the Committee prior to the hearing.
The report pack noted that a representation had been received from local ward councillors, included as Appendix B.
The Sub-Committee was asked to consider the representations received with a view to promoting the licensing objectives set out in the Gambling Act 2005, which are to:
- Prevent gambling being a source of or associated with crime and disorder.
- Ensure that gambling is conducted in a fair and open way.
- Protect children and other vulnerable persons from being harmed or exploited by gambling.
The Sub-Committee was able to make the following determinations:
- Grant the application.
- Modify the conditions of the licence, by altering, omitting or adding to them, where relevant.
- Reject the whole or part of the application.
The report pack stated that any decisions taken by the Sub-Committee must:
(a) be within the legal powers of the Council and its Committees; (b) comply with any procedural requirement imposed by law; (c) be undertaken in accordance with the procedural requirements imposed by the Council eg. standing orders and financial regulations; (d) be fully and properly informed; (e) be properly motivated; (f) be taken having regard to the Council's fiduciary duty to its taxpayers; and (g) be reasonable and proper in all the circumstances.
The Sub-Committee was scheduled to discuss the application and the appropriateness of any conditions on the licence.
