Summary

The Licensing Sub-Committee was scheduled to convene remotely to discuss a premises licence variation for The Little Blue Door and a review of the premises licence for Best Quality Food and Wine.

Review of Premises Licence: Best Quality Food and Wine

The sub-committee was scheduled to consider an application for the review of the premises licence for Best Quality Food and Wine at 333-335 Lillie Road. The application for review was submitted by the council's Trading Standards Team on the grounds of protecting children from harm. Mr Tara Ram Singh is the premises licence holder.

According to the report pack, the review application followed a number of complaints and incidents, including:

  • A complaint referred by the Citizens Advice consumer helpline, alleging that the premises had sold vapes to a 17-year-old.
  • A test purchase on 27 July 2025, where a volunteer aged 16 was sold two vapes and a bottle of Smirnoff vodka by Satnam Singh.
  • A complaint received on 17 July 2025, alleging that the premises had sold alcohol and vapes to a 15-year-old girl on multiple occasions, with the girl subsequently requiring hospital treatment after consuming vodka.

The report pack stated that Licensing Officer Bill Masini and a representative from Trading Standards visited Best Quality Food & Wine on 23 July 2025, and noted that CCTV coverage was incomplete, alcoholic drinks were not clearly labelled, and refusal records were not properly maintained.

The report pack included a summary of the enforcement history of the premises, including details of previous complaints, test purchases, and breaches of licence conditions.

Representations in support of the review application were received from:

  • An individual.
  • The Metropolitan Police.
  • The council's Licensing Authority.

The sub-committee was asked to consider the representations and take steps necessary to promote the licensing objectives, which include the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. Potential steps outlined in the report pack included modifying the licence conditions, removing a licensable activity, removing the designated premises supervisor, suspending the licence, or revoking the licence.

Variation of Premises Licence: The Little Blue Door

The sub-committee was scheduled to consider an application for a variation of the premises licence for The Little Blue Door at 871-873 Fulham Road. Thomas & Thomas Partners LLP submitted the application on behalf of the applicant.

The application requested an extension of one hour to all licensable activities on Thursday, Friday and Saturday. The proposed hours were:
